Why does the job exist?
The Purchasing Agent - Advanced is primarily responsible for the procurement of goods and services according to the Procurement Code and NMTD's policies and procedures. The Purchasing Agent - Advanced also serves as a Procurement Card holder.
How does it get done?
The Purchasing Agent - Advanced procures goods and services for the agency in accordance with New Mexico laws, regulations, policies, and procedures. This position is responsible for drafting contracts and amendments in consultation with the Chief Procurement Officer (CPO), General Counsel and/or Program Managers for internal contract processes and for the submission to State Purchasing Division and/or the Contracts Review Bureau. Creates all purchasing documents including SHARE Requisitions, and Purchase Orders. Utilizing the Contract Module prepares and submits entire electronic contract packets. Maintains current and accurate contract files. This position collaborates closely with Program Managers to ensure contract services and/or deliverables are performed timely and satisfactory before payment is issued. Drafts Request For Proposals (RFP) and collaborates with Chief Procurement Officer, General Counsel and or Program Managers until the RFP is finalized for published release. Assists and guides the RFP evaluation committee to ensure processes are followed. Assists in preparing the Evaluation Report with committee recommendations and collaborates with Chief Procurement Officer and/or General Counsel during the contract negotiations for the resulting procurement and award. Creates Internal Purchase Requisitions (IPR), ensures accuracy of accounting string and budget availability before routing for approval. Converts Internal Purchase Requisitions into a Purchase Order, maintains and monitors life cycle of Purchase Orders. Ensures contract term and/or year-end closing procedures are followed to ensure any available budget is disencumbered.
As a procurement cardholder. Duties include preparing an IPR in collaboration with program staff, entering accurate accounting details in the Works system, issuing payment, and ensuring receipts are obtained for the post audit packet.
Who are the customers?
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual Display Terminal (VDT) and extensive personal computer and cell phone usage. Some sitting, standing, bending and reaching may be required. Some statewide travel may be required, but not often.
