Why does the job exist?
Assist participants with disabilities, who are eligible for vocational rehabilitation services and support, manage, coach, guide and evaluate a unit of Vocational Rehabilitation Counselors and a Vocational Rehabilitation Technician who serve participants in achieving a successful employment outcome.
How does it get done?
Supervisory Responsibilities:
Supervise a minimum of 2 employees directly.
Act on leave requests.
Conduct annual performance evaluations.
Recommend disciplinary action to the Program Manager.
If needed, present disciplinary action
Provide coaching, mentoring, and training to assigned employees.
Case Management:
Maintain a caseload of no more than 50 participants, including the most complex cases.
Provide direct oversight, review, and approval for participant cases, including eligibilities, Individual Plan for Employment (IPE) approvals, budgetary considerations, participant complaints, and case closures.
Agency lead on Supported Employment cases.
Pre-Employment Transition Services (Pre-ETS):
Provide oversight, management, and coordination of regional Pre-ETS. Coordinate Pre-Employment Activities between Central Region Education Cooperative contracted employees. Conduct outreach visits to public and charter schools to provide orientation and services to students and youth with disabilities.
Work with schools under section 614 (d) of the IDEA to coordinate Pre-ETS.
Vocational Rehabilitation Counseling:
Provide vocational rehabilitation counseling to individuals with disabilities and their families.
Assist in removing barriers to employment due to personal, vocational, social, psychological, financial, and educational concerns.
Counsel participants on effective actions to eliminate or reduce impediments to employment and achieve independent living and vocational goals.
Assist eligible participants in the exploration and choice of appropriate vocational goals.
Provide vocational information about career paths, job trends, and salaries.
Jointly develop an Individualized Plan for Employment (IPE) with participants.
Identify specific objectives to achieve vocational goals and develop strategies to overcome barriers.
Identify and coordinate necessary services to achieve objectives.
Collaborate with community programs and professionals for medical, psychological, vocational, educational, or other services.
Staff cases and review client progress.
Amend the IPE based on assessment of progress and monitor the quality and timeliness of services.

Minimum Qualification
Bachelor's degree from an accredited college or university in Vocational Rehabilitation, Sociology, Psychology, Guidance and Counseling, Social Work, Special Education, or related degree as referenced by statute. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education.
Employment Requirements
Must be eligible for Level One K - 12 Rehabilitation Counselor License not later than two years after employment in this position. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within Six (6) months of date of hire as a condition of continues employment. Regular travel is required within service territory, including occasional overnight travel.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds and working weekends, holidays, overtime, shift work and call back hours may be required. Effective 01/01/2015, the New Mexico Behavioral Health Institute became a 100% Tobacco Free/E-Cigarette Free Campus. As such, no tobacco, tobacco products or E-Cigarette products are permitted on any part of the campus.
