The General Services Department (GSD) supports the operations of state government by providing essential services, including procurement, risk management, facilities management, transportation services, and printing services. The State Purchasing Division (SPD) oversees procurement for state agencies, ensuring compliance with state and federal regulations. SPD manages competitive bidding, vendor relations, and purchasing processes to promote transparency, cost efficiency, and fairness in acquiring goods and services for government operations.

This position exists to provide continuity of services to State Agencies and Local Public Bodies for procurements to include routine commodities and general services. This position manages a large volume of procurements within SPD, which directly impacts the running of state government and involves close coordination. This position provides guidance to multiple agencies. Any interruption of services could severely impact the state.

Minimum Qualification
Bachelor's degree in business administration or a related field and two (2) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Sitting, standing, bending, lifting and reaching overhead may be required. Ability to lift 25 lbs.

How does it get done?
- Process general services-related Invitations for Bid (IFB), including bid tabulations, contract amendments, and resulting contracts, price agreements, and extensions.
- Award General Service Agreements (GSA), NASPO, and other cooperative or sole source contracts. Duties include vendor communication, identifying commodity codes, validating protests, responding to purchasing complaints, and handling IPRA requests.
- Ensure compliance with Procurement Code and GSD Rules for purchasing professionals in state agencies and local public bodies.
- Issue participation notices, advertise solicitations, create/review documents, evaluations, and assist with contract preparation and awards.
- Support buyers and deliver high-quality customer service to state/local public bodies and suppliers.
