The Department of Finance and Administration, Local Government Division, Budget and Finance Bureau (BFB) provides administrative, financial, and technical support to 33 counties,106 municipalities and 300 special districts. The BFB's mission is to assist officials and employees of local government entities in New Mexico to maintain the budget and fiscal integrity for the benefit of its citizens.
Why does the job exist?
The Budget and Finance Bureau (BFB) Special Projects Analyst position provides complex financial analyses for the determination of property tax mill rate certifications and distribution to local governments of state monies as required by State and Federal Statutes. This involves research and data collection efforts involving local governments¿ budgets, management and administrative issues. This position also assists in the review of budget, financial, and economic data as it relates to various financial distributions and special projects to ensure local government budget and financial reporting compliance with State Statute, applicable rules and policies, as well as perform legislative bill analysis.
How does it get done?
The Budget and Finance Bureau (BFB) Special Projects Analyst is responsible for preparing, maintaining, facilitating and training on the formulation of the Property Tax Certificates for all 33 counties as well as calculating several distributions to include small counties assistance distribution, county detention reimbursement distribution, secure rural schools (aka "forest reserve") federal distribution, Taylor grazing federal distribution, payment in lieu of taxes federal report and the lodgers' tax data compilation. This position also assists with other special project development and implementation as needed such as the development of the Local Government Budget Management System (LGBMS) software application to include but not limited to maintenance of chart of accounts, format of standard reports, planning and design of Lodgers Tax Module, Outstanding Debt Module, and Property Tax Module, and conducting user training and overall organization of the system and other duties as assigned.

Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Pre-employment criminal background check is required, and employment is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
