Why does the job exist?

This position leads a team that is developing a new state-implemented surface water discharge permitting program. This position (and the team) protects, manages, and oversees water resources for the state, including rivers, streams, lakes and wetlands that are used for drinking water, recreation, agriculture, livestock, and aquatic life. Ultimately, a state-implemented permitting program better protects New Mexico's precious water resources by using local knowledge and priorities to preserve, improve and advocate for clean water for our communities and our industries.

How does it get done?

This position, in coordination with the Point Source Regulation Section Manager and Bureau Chief, plans, scopes, develops, and implements a surface water discharge permitting program and builds capacity in the following :

  • Regulation development and permit writing
  • Pretreatment and biosolids program implementation
  • Compliance monitoring and enforcement
  • Data management and handling
  • Outreach and communication
  • Prepare and revise annual plan(s) to develop a state-led discharge permitting program with input from staff and other bureau managers that outline goals and performance measures that must be achieved
  • Develop a strategy for meeting / exceeding goals and performance targets; and detail a time-line for implementation
  • Facilitate positive working relationships with other state and federal agencies, stakeholders and the regulated community involved in surface water discharge permitting and activities

  • Ideal Candidate

    The ideal candidate will have experience in the following :

  • Ability to develop and oversee regulation development, serve as a technical witness, and act as a representative / expert of the State on intra- and inter-state water issues
  • Water quality data collection and analysis, including experience with surface or groundwater discharge permitting, compliance, and enforcement programs
  • Understanding of database development and maintenance for a state permitting program
  • Knowledge of New Mexico's rivers and streams and the state and federal agencies responsible for their management
  • Minimum Qualification

    Bachelor's degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry / Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

  • Education and years of experience must be related to the purpose of the position.
  • If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
  • Employment Requirements

    Must posess and maintain a valid NM Driver's License, including the ability to drive larger field vehicles (e.g., Chevy Suburban, Ford F-150, Toyota Tacoma, etc.). Successful completion of the New Mexico Defensive Driving Certification Program or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

    Working Conditions

    Indoor office setting requires lifting and bending associated with filing, and managing office supplies and equipment. Office equipment used includes computers, printers, fax, photocopy and other office standard equipment (e.g., Visual / Video Display terminal (VDT)).
