The Technical Transportation Planner resides in the Technical and Freight Planning Unit of the Multimodal Planning and Programs Bureau within the Planning Division of the New Mexico Department of Transportation (NMDOT). The Technical & Freight Planning Unit supports statewide transportation planning initiatives.
Why does the job exist?
The Technical Transportation Planner manages programs and projects, provides analytical support, and assists in the development and implementation of long-range transportation plans on behalf of the Planning Division. Specific roles and responsibilities include supporting freight planning initiatives, maintaining the roadway functional classification network, and providing a technical resource to the Planning Division utilizing Geographic Information Systems (GIS) and other data analysis tools. Other responsibilities include coordination with other internal departmental units, Metropolitan Planning Organizations, and Regional Transportation Planning Organizations.
How does it get done?
The Technical Transportation Planner manages statewide long-range transportation planning initiatives. Specifically develops the statewide freight plan and related documents required by federal regulations. This position maintains the National Highway Freight Network and Functional Classification System networks ensuring the underlying data comply with federal regulations. Maintains the adjusted urban area boundary files for New Mexico. This position supports and utilizes the suite of analytical tools housed within the Unit. Responds to requests for transportation planning research and analysis. The Technical and Freight Planning unit Manager supervises this position.
Who are the customers?
Supports the Planning Division by addressing Federal Highway Administration's (FHWA) transportation planning compliance requirements through coordination with other departmental bureaus, divisions, and districts, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and other planning partners. Manages outreach, organizes meetings, and provides staff support to the New Mexico Freight Advisory Committee.
Ideal Candidate
The ideal candidate will have the following experience, skill and / or education :
- Masters degree level (Urban Planning, City and Regional Planning, Sustainability, Economics, Sociology, Public Policy, Public Administration, Public Health, Geo-Spatial Science, Geography).
- Geographic Information System (GIS) experience, data management and analysis.
- Providing forecasts related to transportation demand, land use, and / or socio-economic data, scenario planning.
- Transportation planning, including familiarity with state and federal regulations, policies and procedures.
- Administering and implementing programs and projects while meeting state and / or federal regulations and policies.
- Managing several programs and projects concurrently, ability to prioritize assignments.
- Public presentation and outreach, meeting management, and consensus-building.
Minimum Qualification
Bachelor's degree in planning, architecture, business administration, public administration, or political science and two (2) years of experience to include urban transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration, and / or economics. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Employment requires successful completion of a pre-employment physical exam and is conditional pending results.
Business Reference check and Driver's License verification are required, and employment is conditional pending results.
Working Conditions
Work is primarily performed in an office setting. Exposure to Visual / Video Display Terminals (VDT) and extensive personal computer and phone use associated with this position. Need to be able to lift up to 25 pounds. Some statewide travel with overnight stays may be required. Must adhere to strict deadlines.
