Why does the job exist?
This position will assist the Interstate Stream Commission (ISC) Water Planning Program Manager with regional, state and long-term water planning activities. The purpose of this position is to provide significant outreach for facilitating development of engineering-based analyses that underpin regional and state water planning. The Water Planner position provides planning and policy expertise to ISC staff, local government officials, planning boards, developers, irrigators, attorneys, engineers, hydrologists, and others involved in water planning, water use development, management and conservation. The position also provides technical expertise, facilitation, writing, and research assistance necessary for the resolution of complex and unique water management challenges, conflicts and disputes. These issues include: planning; population growth; water supply and demand; water use; climate monitoring and assessment; land use planning; public infrastructure planning and development; water rights adjudication and enforcement; collaborative planning on large-scale water planning projects; and public engagement.
How does it get done?
This position conducts research, data collection, data analysis and effective communication, such as interactions with public, and the development of an Iterative ways to solve problems is desirable.
Tasks and responsibilities of the Water Planner include:
1. Develops and makes policy and strategy recommendations to the ISC and the Water Planning Program
Manager to support the overall agency mission. Reports to the Program Manager and supports the
Program Manager, ISC Director, Assistant Director, General Counsel, and Bureau Chiefs in agency work
efforts.
2. Active participation in the small team managing the planning process for regional, state, and long-range
water plans.
3. Develops, monitors and maintains planning documents.
4. Creates maps, figures and info-graphics in GIS and other software that serve as visual representations of
past, current and future relevant water information.
5. Plans and develops educational materials for the public that convey information quickly and easily to the
masses.
6. Defines critical water related themes and understand potential uncertainties and develop plausible
scenarios for a wide range of water stakeholders for project implementation.

Minimum Qualification
Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the state of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting. May also lift up to 10 pounds. Travel is required. This position must also follow all safety protocols in the office.
