This position is located in the Water Resources Allocation Program (WRAP), District III Office in Deming, New Mexico.
The Office of the State Engineer (OSE) is responsible for administering the state's water resources. The OSE has power over the supervision, measurement, appropriation, and distribution of all surface and groundwater within New Mexico, including streams and rivers that cross state boundaries. The State Engineer is also Secretary of the Interstate Stream Commission, which is charged with doing any and all things necessary to protect, conserve, and develop waters of the state including managing New Mexico's rights and obligations under eight interstate stream compacts. The ISC is also charged with planning for New Mexico's future water needs.

Why does the job exist?
The purpose of this position is to supervise five staff members in the District 3 WRAP division by providing guidance and training accordingly. This position is responsible for overseeing 12 Water Basins within the District 3 area and performs water rights administration in accordance with NM Statutes and in support of the Office of the State Engineer legislated and mission critical tasks. This position supervises and oversees water rights applications/permits, prepares memorandums and recommendations of approval/denial of filed water right applications. It provides assistance to the general public by responding to water right inquiries/concerns utilizing a working knowledge of NM Statutes and OSE rules and regulations/policy. Compile and review data to ensure compliance with conditions of approval and adjudications/decrees. This position will also conduct field investigations in support of water rights applications and water right enforcement issues and be called upon to testify as an expert witness in court hearings.
How does it get done?
This position will:
1. Supervise a staff of five (5) water resources professionals by performing routine staff evaluations in accordance with state policy; develop and train staff; initiate disciplinary actions when required; and assign, review, and critique staff work for accuracy and professionalism.
2. Assume responsibility for the tracking, accuracy, and timeliness of processing water right application and filings for the District-III Office.
3. Have knowledge and an understanding of NM Statutes and OSE rules and regulations/policy to provide assistance to the general public, businesses, governmental entities, Realtors, etc., on water right related inquiries.
4. Compile and review data to ensure compliance with conditions of approval and adjudications/court decrees.
5. Conduct field investigations in support of water rights applications and water right enforcement issues and may be called upon to testify as an expert witness in court hearings.
6 . Work in conjunction with district compliance manager to initiate compliance actions when required.
7. Represent the OSE District 3 Office at public meetings.

This position will serve the general public on water right related issues and works directly with a diverse group of water users that includes farmers, ranchers, municipalities, acequias, commercial users, etc. We also work with other state, federal, and local governments on water related issues.

Minimum Qualification
Bachelor's degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in the office with extensive computer and phone usage where it requires a considerable amount of sitting. This position will be required to work in the field as needed with exposure to inclement weather and there will be periods of extended standing or kneeling while working out in the field. This position is required to meet with the public and may be required to travel to different job sites. The incumbent in the position will need to lift up to 25 pounds, hike in remote areas, work in inclement weather with exposure to insects and snakes and drive an agency vehicle, take photographs, interview people, measure stream flow, maintain measurement station equipment, and collect GPS data. The incumbent will be required to always follow all agency safety protocols in the office and in the field.
