Why does the job exist?
The purpose of this position is to perform technical analyses of a complex scope on past and present uses of water in river and underground water basins for support of water rights administration and management. The incumbent of this position will assist the Lower Rio Grande Water Master and the District IV Manager with the day to day administration of the Lower Rio Grande Water Master District and associated projects within the District IV office to assure that the final products meets the appropriate policy and profession standards of the agency.
How does it get done?
1. Enforcement of Active Water Resource Management which is a statutory requirement which requires the active maintenance and management of the State's most precious resource - its water. This management includes conducting field investigations, investigations on violations, compliance investigations and assignment of enforcement of notifications.
2. Confer on water resource related matters: with Office of the State Engineer staff, other state and federal agencies, water users, engineering consultants, lawyers and the public. Represent the agency at various public meetings and serve on regulatory committees addressing changes that need to made to rules and regulations in order to effectively and properly manage the state's limited water resources into the future.
3. Provide assistance to water resource specialists with administration of water right permits and transfers of existing water rights in the surface diversions and groundwater diversions by providing field reports, flow measurement, metering data, structure specifications, and physical control of water gates.
4. Provides technical support in the field for all water diverters of river and tributary streams, underground water basins and assists with reports on annual water use for areas assigned. It also provides assistance to the Water Master Supervisor directly, the District Manager indirectly and other Water Masters with administration of water rights and water allocations within the Lower Rio Grande Water Master District.
5. Assist Lead Water Master, in conducting investigations of complaints of violations of water use, prepare findings and prepare memorandums of recommendations for action to be taken. May also provide expert testimony at trials, hearings, depositions, and other necessary proceedings.

Minimum Qualification
Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There may be extended periods of sitting and researching large amounts of data. This position also includes working in the field that consist of rough terrain including heat, cold, humidity, and wind to determine water usage or irrigated acreage, and read meters. May have to climb, reach, kneel and crawl to perform field job duties. May also lift up to 20 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field.
