Why does the job exist?
This position will perform the duties of the Carlsbad basin Water Master. The Carlsbad Basin Water Master will oversee water resources in accordance with New Mexico statutes, court adjudications, interstate compact rules, and state engineer regulations. This role involves providing customer assistance to the public regarding water rights, performing technical reviews of water right applications, and monitoring permit holders to ensure compliance with permit conditions. Additionally, the position requires conducting investigations and compiling water rights documentation for alleged illegal uses, as well as for aggrieved or protested water rights applications. The Water Master will also perform groundwater and surface water measurements.
How does it get done?
CARLSBAD BASIN WATER MASTER FUNCTIONS : Performs Active Water Management Duties of the Carlsbad Basin Water Master by participation in and support of AWRM Administrative Team planning activities. Monitor diversions. Measure diversions, create diversion records, rate water control structures. Compile diversion records and investigate reports of illegal diversions and prepare statistics for inclusion in annual reports. Identify, map, and prepare reports on all irrigated lands.
PERFORM ADMINSTRATION OF WATER RIGHT DOCUMENTS - Prepare memorandum of recommendation on unprotested water rights applications, inclusive of review of associated pending applications for extension of time, compliance problem resolution, field checks, and change of ownerships. Prepare Notices for Publication for complete applications. Initiate follow-up contact or act as expert witness for administrative hearing, inclusive of full participation in all aspects of preparation of Water Rights' position, creation of administrative exhibits, collaborating with other witnesses and counsel and providing testimony. Perform technical analysis as needed to accomplish job assignments.
PUBLIC ASSISTANCE - Provide general water rights information to walk-in, sub office, email and telephone inquiries in a responsive, courteous, and accurate manner. Assist the public complete various water rights forms for filing. Represent the OSE in meetings and other public forms as requested. Assist with coordination and staffing of outreach office.
COMPLIANCE AND ENFORCEMENT - Perform investigations and follow-up for compliance problems inclusive of documentation of complaints, conduct field investigation as needed in a timely manner as appropriate to specific complaint, prepare field report for review inclusive of recommended action, prepare written responses to complaints, and follow-up to achieve desired outcome. Input and tracking of diversion metering records and permit compliance. Compile and submit annual meter data / diversion report. Prepare and send notices of violation pertaining to metering and / or other issues.

Ideal Candidate

- Education, knowledge and experience with NM - Water laws, agency rules and regulations, policies and statutes
- Ability to represent and speak on behalf of the agency at meetings and public events
Minimum Qualification
Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry / Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and / or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting and researching large amounts of data. This position also includes working in the field that consist of rough terrain including heat, cold, humidity, and wind to determine water usage, water levels, or irrigated acreage, and read meters. May have to climb, reach, kneel and crawl to perform field job duties. May also lift up to 50 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field.
