This supervision will include reviewing investigative reports, survey information, statements of deficient practice and facility plans of correction against Statewide standards for consistency and quality assurance. Supervision also includes clarifying survey protocols and processes for program staff and providers, providing training and oversight to surveyors and other program staff, developing and monitoring survey schedules, determining and prioritizing staff work assignments, and monitoring and evaluating staff performance, including oversight of time, travel, and attendance. Additional duties include recommending enforcement actions that result from surveys and investigations of complaint allegations; analyzing Informal Dispute Resolution documents submitted by facilities against information in survey reports to make informed recommendations for resolving disputes. Serving as a liaison and expert representing the Department at administrative hearings, proceedings, and meetings. Reviewing applications and determining eligibility of temporary Administrator of Record candidates and Administrator in Training sites. Reviewing facility emergency plans for adequacy and compliance and responding when appropriate. Developing, coordinating, and implementing plans to respond to high priority events that may include labor strikes, facility closures, natural disasters, pandemics, terrorist attacks, etc. Participating in quality assurance activities. Minimum Qualifications : Permanent Transfer Candidate : Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing) G25 and eligible to transfer under Section 70.1 of the NYS Civil Service Law.Non-Competitive Candidates via NY HELPS : Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.Preferred Qualifications : Knowledge of the Nursing Home Surveillance process and State and Federal Laws and regulations related to long-term care, excellent communication and organizational skills; ability to function independently as well as in a team environment, knowledge of ASPEN database and other Microsoft Office Suite software applications; ability to effectively manage competing priorities and deadlines in a fast-passed environment, supervisory and leadership experience; and federal Surveyor Minimum Qualifications Test certification. Additional Comments : The successful incumbent must be flexible and available to work varied hours, which may include weekends and holidays, to respond to emergencies and / or provide guidance relative to off-hours investigations, as needed. The incumbent will be required to obtain federal Surveyor Minimum Qualifications Test (SMQT) certification within one year of appointment. Training will be provided by OALTC / NH Surveillance program.Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 25 ($105,410 - $117,875), an additional Geographic Pay Differential of $35,000, and a Downstate Adjustment of $3,400.This position is part of the NYS HELPS program. No examination is required.
