  • Oversee the review and development of policies, standards, and procedures for the caregiver and respite support programs, state-funded respite program, E-MDT, A-MDT, EAEOP, and EISEP.
  • Work with staff from other Divisions within NYSOFA, local AAAs, and other state agencies and organizations, and advise on the development of policies, standards, and procedures for other programs.
  • Work with the Assistant Director and Deputy Director of the Division to supervise and oversee the programs named above and other innovative programs, services, and initiatives that will advance LTCSS reform, aging in place, DEI practices, and person-centered planning.
  • Help identify and develop new policy and program directions.
  • Develop grant proposals and coordinate, implement, and manage newly awarded grants.
  • Prepare policy reports for internal and external dissemination.
  • Participate in collaborative efforts convened by federal agencies, such as the Centers for Medicare and Medicaid Services (CMS) and Administration for Community Living (ACL) to support program enhancement.
  • Collaborate with state agencies such as the New York State Department of Health, Office for Mental Health, and Office for People with Developmental Disabilities, as well as other partners and stakeholders, and key public and private organizations.
  • Participate in local, federal, and state activities and engage stakeholders through formal presentations at various forums.
  • Communicate with federal agencies on the status and directions of grants and special projects and prepare appropriate documentation, as necessary.
  • Participate in NYSOFA's interdivisional meeting to address systemic, programmatic and policy issues related to NYSOFA's data system.
  • Contract Management.
  • Manage and monitor contracts for the caregiver and respite support, state-funded respite, E-MDT, A-MDT, EAEOP, and EISEP programs, including provision of ongoing technical assistance and oversight for assigned counties and / or contracted providers, ensuring that counties and / or providers complete all the deliverables indicated in the workplans.
  • Conduct reviews of local program qualitative and quantitative reports to ensure the completion of required benchmarks and outcomes and follow up as needed.
  • Monitor the submission of program data to ensure all state and federal data requirements met.
  • Act as a liaison with staff, NYSOFA's Executive Team, AAAs, community-based organizations, etc.
  • Provide supervision, support, and guidance to the Division staff to problem-solve barriers to program implementation.
  • Monitor routing for internal contracts and manage the internal sign-off process.
  • Training and Technical Assistance.
  • Plan, develop, and implement technical assistance, trainings, and presentations for the caregiver and respite support, state-funded respite, E-MDT, A-MDT, EAEOP, and EISEP programs.
  • Assist staff in solving issues impeding local program implementation as appropriate.
  • Provide technical assistance and training to counties and / or contracted providers regarding grant deliverables, innovative projects, and funding application requirements and processes.
  • Support, assist, and advise caregiver and respite support, state-funded respite.
  • E-MDT, A-MDT, EAEOP, and EISEP programs in designing and redesigning functions to establish or streamlined access to services and supports for individuals, caregivers, and families.
  • Oversee the development of program instructions and technical assistance documents.
  • Performance Management.
  • Supervise performance management for caregiver and respite support, state-funded respite, E-MDT, A-MDT, EAEOP, and EISEP programs, including the development and implementation of program evaluation and quality assurance activities.
  • Provide general supervision of Division staff and perform supervisory functions such as the timely approval of timesheets, approval of staff travel requests in the State Financial System, and oversight, monitoring, and timely completion of probation reports and performance evaluations.
  • Conduct regular meetings with staff to review all staff assignments and completion of tasks.
  • Review, edit, and submit grant applications for federal grants through CMS and ACL or other federal agencies.
  • Supervise the development and review of required reports, as necessary.
  • Supervise the development and implementation of program evaluation and quality assurance activities.Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)
  • and applicants must meet the following minimum qualifications to be considered for this position : Eight years of experience administering or analyzing disability, aging, health, or social services programs for older adults and / or people with disabilities. In addition, at least one year of the eight years of experience must have been in a supervisory capacity.OrAssociate's degree in an appropriate human services field
  • and six years of experience administering or analyzing disability, aging, health, or social services programs for older adults and / or people with disabilities;OrBachelor's degree in an appropriate human services field
  • and four years of experience administering or analyzing disability, aging, health, or social services programs for older adults and / or people with disabilities;OrMaster's degree in an appropriate human services field
  • and three years of experience administering or analyzing disability, aging, health, or social services programs for older adults and / or people with disabilities.
  • Appropriate degrees include, but are not limited to, the following human services fields : audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation.Example of non-qualifying experience includes but are not limited to : providing direct care and / or support services, such as those normally provided by direct support assistants, therapy aides and nursing assistants.Additional Comments
  • There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
