Position is funded in part through federal funds.
**Position is eligible for a hybrid remote teleworking schedule to include weekly onsite work hours.**
The Business Information & Analytics Office (BIAO) is a centralized business intelligence (BI) team that provides reporting and analysis of Medicaid claim, beneficiary, and provider data in support of Division of Health Benefits goals, objectives, and operations. BIA leverages technology and data to advance organizational oversight and decision making to the betterment of Medicaid beneficiaries and providers.
The Business Information & Analytics Office (BIAO) is a centralized business intelligence (BI) team that provides reporting and analysis of Medicaid claim, beneficiary, and provider data in support of Division of Health Benefits goals, objectives, and operations. BIA leverages technology and data to advance organizational oversight and decision making to the betterment of Medicaid beneficiaries and providers. Position is integral in NC Medicaid’s continued evolution as a data-driven organization. This position provides reporting and analysis of Medicaid financial, claims/encounter, member, provider, data etc. in support of the division’s objectives and operations. Work involves collaboration with division management and program managers across multiple business units within Medicaid.
Job responsibilities will include but not limited to:
Conduct data analysis relating to Medicaid quality assessment, utilization trends, cost management, program impact, and performance patterns.- Analyze program data using concepts and tools of quantitative methods, financial analysis and advanced analytics.
- Forecast business needs and agency strategic plans and design solutions that align business processes and the applications that support them with those goals.
- Develop extracts, reports, and analytics using data from large decision support warehouse, Medicaid claims processing system (MMIS), NC accounting systems, and other data sources using various applications and programming languages such as Cognos, SQL, SAS or visualization tools like Tableau.
- Manipulate data and use applicable analytic and quantitative methods to identify potential relationships in the data and the underlying factors driving results.
- Perform data quality checks to ensure data accuracy in reports and extracts.
- Prepare and present written and verbal status reports to staff.
- Provide consultative support to staff on division data sources, use of data to answer questions, and available analytic capabilities and methods.
- Provide consultative support and coaching to non-analyst staff on appropriate use of data and analysis tools.
- Work with division staff to understand data requests and needs to establish requirements for reports, presentations and analysis.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Documented experience with retrieving data from a variety sources using standard database tools like SAS, SQL, SQL Server and/or Oracle RDBMS.
- Demonstrated strong analytical skills including data analysis, data modeling, and/or data mining.
- Proven knowledge of applicable Business Information (BI) systems, testing methodologies, training, and business system analysis.
- Demonstrated experience with managing client data and report requests or issues; ability to fully understand and address them.

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment;
OR
an equivalent combination of training and experience.
