**Position is Exempt from the State Human Resources Act - G.S. 126**

**Position is eligible for a hybrid remote teleworking schedule to include weekly onsite work hours.**

**PENDING RECLASSIFICATION**

The primary purpose of the position is to provide policy research, programmatic guidance, and program design support for teams across NC Medicaid. The position will support the development and implementation of new strategic initiatives and policies as needed across different business units. This position will sit under the NC Medicaid Strategic and Planning section.

Specific responsibilities include:
  • Support time-limited projects across the organization via policy research, policy analysis, program design, program implementation, grant writing, and other activities as needed
  • Work closely with Senior Advisors for Strategy and Planning, the Associate Director for Strategy and Planning, and other team members to develop recommendations related to program and policy design
  • Develop communications materials to convey key legislative and regulatory developments to internal and external partners
  • Conduct internal and external stakeholder engagement to support the design and implementation of effective policies and programs

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Knowledge of healthcare benefit programs and delivery systems
  • Ability to analyze, interpret, and assess the impact of regulations, procedures, and legislative proposals
  • Demonstrated competency in creating and maintaining collaborative working relationships with internal and external stakeholders
  • Demonstrated ability to communicate complex material in a clear and concise manner both verbally and in writing
  • Demonstrated ability to use data to solve complex problems, assess impact
Management preference will be given to candidates with:
  • Previous experience with North Carolina Medicaid

Minimum Education and Experience Requirements

Master’s degree related to the program assigned from an appropriately accredited institution; or Bachelor’s degree from an appropriately accredited institution and two years of experience in policy implementation;
OR
an equivalent combination of training and experience.

If a former member of the NC National Guard, who served for at least 6 years and was discharged under honorable conditions, they must attach either a DD256 or NGB 22.
  • If applicants earned college credit hours but did not complete a degree program, they must attach an unofficial transcript to each application to receive credit for this education.
  • Applicants may be subject to a criminal background check. All candidates selected for positions considered "Positions of Trust" will be subject to a criminal background check.
