This Program Analyst II serves as the Deputy Director of the Office of Violence Prevention (OVP) within the Administration Division at the Department of Public Safety and reports to the Director of OVP. This position serves as a statewide technical consultant, collaborating with a variety of sectors as a liaison in building infrastructure across the state to support violence reduction and prevention. Position takes a proactive approach in blending strategic thought, conducting research based on data driven strategies and effective communication, and cultivating collaboration for the advancement of a comprehensive public health approach to violence prevention. The Deputy Director has both internal and external facing responsibilities, ranging from operations and project management to partnership building and technical assistance and supports all programmatic aspects of the office.


Key responsibilities are related to 1.) Information Sharing, Communication and Agency Coordination 2.) Strategic Planning 3.) Technical Assistance and Training and 4.) Operations.

  • Serves as the liaison for interagency communication and coordination with a variety of sectors (law enforcement agencies, criminal justice organizations, service providers, local government, healthcare institutions, etc.). in the development of projects and initiatives to address violence prevention. This may include designing and convening cross-sectoral meetings aimed at knowledge sharing and collaborative solution-building, overseeing the implementation of data-driven public health models to inform violence prevention initiatives, advocate for the implementation of public safety/public health cross sectors partnerships and the adoption of evidence-based practices to address violence in local communities, etc.
  • Assists with strategic planning efforts to build a consolidated proactive approach in the development and implementation of programmatic and policy initiatives to address violence prevention, that align with both DPS and DHHS goals and objectives.
  • Develops data driven identifiers to review program outcomes and recommend improvements based on evaluation results.
  • Identifies stakeholders and establish feedback methods, analyze and evaluate resource needs and identifies potential funding channels through program partners to ensure effective unitization across various projects and initiatives.
  • Serves as a technical advisor in consulting on evidence-based prevention and intervention strategies that will target violence prevention, for a variety of sectors (law enforcement agencies, criminal justice organizations, service providers, local government, healthcare institutions, etc.).
  • Delivers presentations, shares best practices including statistics and information results.
  • Supports the overall operations management for the office, including hiring, supervising, budgeting, reporting, etc.
  • Assists Director on special assignments that impact the Office of Violence Prevention.

The employee in this position is expected to have the ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures; the ability to use sound judgment in analyzing situations and making decisions; the ability to establish and maintain effective working relationships with agency personnel, government officials, and the general public; and the ability to communicate effectively with program stakeholders.

This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126).

About the Office of Violence Prevention
The Office of Violence Prevention (OVP) was established in March 2023 to support the State in the reduction of violence and firearm misuse. The purpose of this Office is to develop a public health approach in collaboration with state and local agencies to facilitate information sharing, document best practices, and build resources that will enable the implementation of violence prevention initiatives. Work efforts will involve offering training and technical assistance, issuing best practice guidance and model processes, facilitating information sharing across state and local leaders working to reduce violence, conducting public awareness campaigns, data sharing, collaborating with research institutions, and identifying and applying for funding from federal and philanthropic sources.

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must demonstrate ALL
of the following KSAs:

  • Experience managing programs related to violence prevention and/or violence intervention.
  • Knowledge of the intersection of Public Safety/Criminal Justice and Public Health.
  • Experience working with stakeholders from various disciples (such as law enforcement, courts, local government, educators, etc.) to build partnerships, share information, problem solve, and/or identify collaborative opportunities.
  • Demonstrated experience using business technology applications, including video/web conferencing.
  • Experience developing reports, programs, policies, and/or metrics to analyze/evaluate programs, make informed decisions, identify areas of improvement, implement targeted interventions, and/or measure impact.

Management Preferences: (These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.)

  • Experience in government administration
  • Experience in firearm or community violence prevention
  • Experience working with law enforcement or criminal justice agencies

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment;
or
an equivalent combination of training and experience.

Please Note: This is to clarify that the "experience related to the area of assignment" is defined as experience in program management related to violence prevention and/or violence intervention.
