Description Of Work

The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina's wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. Â The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.

The NC Wildlife Resources Commission Law Enforcement Division employs approximately 224 Wildlife Officers who patrol fields, forests and inland waters at all hours, in all 100 North Carolina counties. Â These officers ensure public compliance with fishing, wildlife and boating laws and regulations and enforces the conservation of wildlife resources and provides public safety through both proactive law enforcement and the instruction of quality education.Â

This Administrative Officer I position is responsible for the supervision and operation of the financial and administrative functions of the Law Enforcement Division under the direct supervision of the Colonel of the Law Enforcement Division. Duties involve working with division staff on budget preparation, budget administration and analysis, business forecasting, federal funds accounting, and ad-hoc research and operational analysis. This position, along with the Administrative Specialist and Purchasing Specialist, are responsible for all administrative operations in the Law Enforcement Division including purchasing, customer service, and support to 224 sworn law enforcement officers and other division personnel. Tracking P-card expenditures for 220 sworn law enforcement officers and preparing spreadsheets for executive leadership detailing these purchases. Â The Law Enforcement budget totals over $28 million and is comprised of various receipts, grants, and fees. Position is responsible for budget oversight, including coordinating preparation, reviewing, monitoring, and revising the division budget. In addition, this position is responsible for coordination of administrative duties for the Division, including supervision of the Administrative Specialist and Purchasing Specialist. Coordination of administrative duties includes: providing oversight and monitoring for the Hunter and Boater Education Database in the US Coast Guard "BARD" system, providing administrative assistance to division staff and programs, such as the Wildlife Law Enforcement Officers Basic Training School and in-service training program, and procurement of materials, supplies, and equipment for the day-to-day operations of Division field officers.

The majority of the duties this position will be performing will be budget planning, providing instruction for the Division budget planning process and communicating information such as deadlines and planning perimeters (i.e. approximate funds available to plan for the fiscal year). Â Position will also gather budget projections and information from program managers to combine in order to create the overall division budgets; coordinate, prepare and manage administrative budgets (includes division wide expenses such as fuel costs, vehicle and property insurance, cell phone costs, and other charges through State ITS and Motor Fleet vehicle charges); provide oversite and guidance on Division's budget preparation and expenditures and review expenditures and coding. Individual will be responsible for recognizing trends or anomalies that indicate problems - and work to investigate and resolve issues. Â

This position will work with the Budget/Purchasing divisions as needed on the monthly budget and encumbrance report revisions and will approve expenditures in emergency or unsafe situations. Individual will coordinate large division purchases with Purchasing and field staff to ensure budget provides funds for purchase, purchasing policies are followed, items are received, invoices are paid, and purchase orders are closed.

Other duties of this position will include the supervision of two administrative specialist positions for the Law Enforcement Division. This supervision will include: Hiring, training and cross-training (providing direct training and/or arrange for training opportunities for staff), defining expectations and serving as a resource for administrative support staff (provide and/or clarify instructions; answer questions; refer to or suggest resources to assist with accomplishing tasks; assist with setting priorities as needed; set an example for administrative staff). Â Position will conduct performance management (NCVIP) on subordinates and work with staff in coaching, developing skills and in scheduling and conducting staff meetings to communicate updates, allow for group discussions, answer questions, review expectations, and provide updates.Â

Induvial in this position will maintain a schedule of projects requiring administrative resources; manage deadlines and expectations; communicate issues and status and will streamline processes and procedures from the Law Enforcement Division through the administrative work unit ensuring the most efficient support is provided to field staff, HQ staff, supervisors, and other divisions within the agency.

Review reports and provide support to administrative staff with respect to customer service, scheduling outages, and working together to answer questions from the public. Â Individual in this position will assist employees in division in interpreting and applying policies and procedures to routine situations and will oversee compliance and approach. Â Position composes correspondence and reports using Microsoft Word, Excel, Outlook and PowerPoint and serves as the Division Records Retention Officer. Other duties may be assigned as needed.Â

A normal Monday-Friday 8:00 am - 5:00 pm schedule is associated with this position. Position will be based out of our WRC Headquarters building in Raleigh, NC (Wake County).

  • Basic knowledge of the principles and practices of public administration, business administration and accounting.
  • Basic knowledge of HR policies and practices.
  • Technical skills and ability to perform analysis in business operations, procurement operations, accounting, and financial reporting.
  • Ability to prepare budget documents and reports; ability to monitor and maintain the financial resources of the organization to meet organizational objectives and compliance.
  • Ability to participate in allocating resources, planning, procurement, and oversight of budgets and contracts to ensure fiscal stability of the unit.
  • Ability to establish and maintain effective working relationships with associates, officials and the public.
  • Ability to express comments and opinions clearly and concisely in oral or written form.

MANAGEMENT PREFERENCES:Â Management prefers applicants with at least three years' experience in the oversight and operation of financial and administrative functions and/or administration management. Applicant should have experience with budget preparation, budget administration and analysis, business forecasting and/or federal funds accounting experience - in a Law Enforcement Environment (or working with Law Enforcement). Â Previous experience in conducting performance management is a plus, as is excellent communication and interpersonal skills.
