Primary Purpose of Position:

Archaeologist II provides professional, technical, and administrative services to the Office of State Archaeology. Primary job responsibilities of this position include: 1) Environmental Review – review of complex project plans and technical archaeological reports for counties in the northern piedmont, including consultation with government agencies, developers, and contractors; 2) Geographic Information System (GIS)– map site locations and manage other data layers in the OSA’s GIS database; import shapefiles for archaeological sites and surveyed areas by contractors; 3) OSA Research Center – maintain files, technical report libraries, and assign accession numbers to artifact collections held by OSA on behalf of the Department; 4) Technical Assistance and Public Education – assist archaeological consultants with access to OSA files and respond to requests from the public for lectures, artifacts identifications, and technical assistance. Duties are performed under the direct supervision of the Deputy State Archaeologist (Land).


Key Responsibilities include but are not limited to:

  • Environmental Review: The employee is responsible for review of development projects in several counties in the piedmont region of North Carolina. This involves extensive consultation with other federal and state agencies, tribal authorities, private developers, and other entities. Duties may involve one or all of the following steps: technical consultations on, and occasional preparation of, formal scopes of work for archaeological investigations required to satisfy federal or state legislation , work with supervisors and OSA and HPO staff members, including maintenance of files, reports, maps, and other project data that are shared with the Raleigh OSA offices. The environmental review process is a primary, required function of the HPO. Specific procedures are internally defined, and the process is conducted in accordance with federal and state historic preservation and environmental protection laws. Significant sums of public and private funds may be affected by the decisions made during the review process. The environmental review process also includes working with GIS software for mapping, analysis, reporting, and sharing complex data on archaeological sites in the state.
  • Geographic Information System (GIS): The employee is responsible for maintaining site locations and other data in GIS layers, making corrections to the digital inventory, and importing shapefiles of site locations and surveyed areas from contractors. This position works closely with the GIS Specialist, colleagues, and DNCR IT staff (as necessary) to input and export data from archaeological survey projects connected to environmental review projects and other research projects. As such, the person in this position needs to stay current with new GIS developments and applications, as they affect the performance of these duties.
  • OSA Research Center: The OSARC is the State’s central repository for archaeological artifact collections owned or controlled by the department, plus extensive related records and data. This position helps maintain those collections by keeping inventories of files, technical reports, and by assigning accession numbers to items held by OSA.
  • Technical Assistance/Public Education: The employee is responsible for providing technical assistance to archaeological contractors and other researchers concerning archaeological topics within the assigned counties, as well as general guidance concerning North Carolina archaeology. The employee is also responsible for handling frequent “walk-in” or “call-in” requests for information from the public, and for conducting on-site inspections of archaeological properties regulations; substantive review of all documentation of investigations; and close coordination of all phases or projects. Formal and informal presentations and workshops are frequently provided to civic, school, and professional organizations. Topics include general archaeology, prehistory, archaeological resource preservation and management, or similar subjects. This position requires cooperation with other OSA staff to enhance the efficiency of the office in meeting public needs and office goals.
  • Other Duties as Assigned: Perform other duties as assigned by supervisor and the State Archaeologist. Such duties may include field projects, laboratory research, assistance with records management activities, and development of guidelines and site forms.


Position/Physical Requirements:

  • Must be able to work Monday - Friday, 8:00am - 5:00pm
  • Must be able to participate in archaeological field investigations by walking through rough and uneven terrain and working in unfavorable weather conditions including exposure to noise, dust, animals, and insects
  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment

Knowledge, Skills and Abilities / Competencies

Qualified candidates must have or be able to:

  • Extensive knowledge of federal and state laws and regulations pertaining to the identification, evaluation and/or protection of archaeological resources
  • Extensive knowledge of Archaeological method and theory
  • Extensive knowledge of North Carolina prehistory and history, including regional cultural sequences and a wide variety of artifact types
  • Demonstrated experience with digital mapping and/or GIS (i.e., ESRI ArcGIS, GPS, etc.).
  • Demonstrated experience utilizing laboratory and/or field equipment to conduct laboratory and/or field research or analysis


Management Prefers:

  • Demonstrated experience with project management
  • Demonstrated experience drafting and reviewing research proposals

Master's degree or higher in North American archaeology, anthropology, or a closely related field from an appropriately accredited institution
AND
four years of archaeological experience
OR
a bachelor's degree in North American archaeology, anthropology, or a closely related field from an appropriately accredited institution
AND
six years of archaeological experience
OR
an equivalent combination of education and experience.

Section/Unit Description:

The Office of State Archaeology coordinates and implements a statewide program of prehistoric, historic, and underwater archaeology. The OSA is part of the North Carolina Office of Archives and History, Department of Cultural Resources. The OSA serves as the professional archaeology staff for the State Historic Preservation Office and the NC Historical Commission. Legal and professional responsibilities include archaeological resource protection, data inventory, collections and records management, public education, environmental review, grants administration, and technical assistance to the public and other government agencies.

The Division of Historical Resources within the Office of Archives and History is home to four programs, including the Office of State Archaeology; the Highway Historical Marker Program; The Historic Preservation Office; and Historical Publications. The work of these programs is diverse from marking historic places with highway historical markers to helping drive economic growth by aiding the rehabilitation of historic buildings to aiding constituents with preserving archaeological sites.
