This position serves as a Business Officer I for the Community Nutrition Services Section. It will have a comprehensive knowledge of all Section program areas in order to make informed decisions. The position is necessary for the Section to ensure depth of financial operations, have sound internal controls, and provide back-up support for key functions. The primary purpose of this position includes duties that safeguard the financial integrity of the various programs located within the Section. Duties include: grants management, analyzing various financial reports from various systems, preparing and submitting journal voucher and expenditure reclass requests to the Division Finance Office, reviewing and approving Section accounts payable invoices, reviewing procurement activity within the Section and ensuring PO balances are managed, resolving problems and questions presented by Section and Division managers regarding fiscal matters, assessing operational needs, and ensuring fiscal procedural compliance. This position is responsible for backing up the Business Manager.
The WIC Program is a domestic discretionary program and operates under one set of federal regulations for financial management; the CACFP is an entitlement program and operates under a different set of federal regulations for financial management. WIC and CACFP are two of the six largest programs in DHHS (1,600 WIC vendors, 240,000WIC participants, 84 local agencies, and over 500 CACFP institutions). In addition, FMNP and BFPC programs have unique reporting requirements, including a state match requirement for FMNP. There are many federal requirements tied to each of these large, complex federal programs. This position is responsible for understanding and assuring compliance with the federal requirements across all program areas.
The Section budget is approximately $380,000,000 and includes multiple funding sources. CNSS is heavily audited by USDA (both fiscally and programmatically), State Audit, Internal Audit (programmatic, financial and information systems), and formula manufacturers. There is no tolerance level for errors. This employee will be knowledgeable of State and Federal program regulations, financial analysis, federal grants management, State budget management, and the key financial systems used to manage the programs.

- Ability to prepare and review information for completeness and accuracy.
- Ability to develop written documents and reports and cater information to the sophistication of the audience.
Management Preferences:
- Experience with various NCFS modules; proficiency with excel.
Bachelor s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role
