This position is located at the Disability Determination Services (DDS), a division of the NC Department of Health and Human Services in Raleigh, NC. The DDS is responsible for making medical determinations for Social Security, Supplemental Security Income and Medicaid disability claims.  Work performed in an electronic office environment with production-driven workload demands. The DDS operates entirely on the Social Security Administration (SSA) national network independent of state computer systems. 

 

The Budget and Planning Unit supports the work at DDS by managing the budgetary and fiscal operations of the Division. The unit must comply with the state and Social Security Administration (SSA) policies and procedures governing budget process and state and federal fiscal reporting requirements. This unit is responsible for the preparation, processing, maintenance, and administration activities associated with all agency contracts and invoices; purchasing or leasing of all agency supplies, furniture, and equipment; and processing DDS staff travel. This unit is responsible for the maintenance and upkeep of the DDS Vendor File. 

 

This position is responsible for key activities in the Budget Unit to include but not limited to:

 

* Preparing the DDS Annual and Quarterly Federal Spending Plan and Monthly Obligation Report

* Analyzing all requests for expenditures and determining its impact on current and future budgets

* Approving AP invoices for various activities (i.e. employee travel reimbursement, p-card and procurement purchases)

* Calculating weekly, monthly, and annual hours work to be submitted to SSA

* Providing supervision and support to 2 full-time permanent positions that include implementing work plans, conducting performance reviews and evaluations, and interviewing to fill vacant positions. 

 

This position works independently in budget preparation processing budget revisions, cost allocation plan, planning and forecasting expenses, preparing journal entry requests, and completing quarterly/yearend closeout. This position will interpret Office of State Budget and Management (OSBM) policies, Federal/ State regulations, and Generally Accepted Accounting Principles to ensure compliance.  This position must have a keen understanding of the North Carolina Financial System (NCFS) and its reporting tools and the Integrated Budget Information System (IBIS).

  • Documented expereince in creating and maintaining complex spreadsheets.
  • Experience with North Carolina Financial System (NCFS) and NC Integrated Budget Information System (IBIS)

Graduation from a four-year college or university, preferably with a major in business, public, or hospital administration, and four years administrative experience involving participation in the planning and management of a business or governmental program; or an equivalent combination of training and experience. . .
