This position is responsible and accountable for developing, refining, and understanding business requirements, use cases, and testing standards for Division of Child Development and Early Education (DCDEE) applications. This includes the overall functional and non-functional requirements for applications, business rules, data dictionaries and flows, reporting, user interfaces, as well as any other business driven processes, rules, or design points that are necessary to meet the expected usability for new and existing applications for DCDEE and external stakeholders. This position also serves as a data liaison between business program area assigned and the information systems project team. The position provides support to staff around business processes and practices that drive DCDEE data. The ability to retain in-depth programmatic knowledge is needed to provide useful analysis and interpretation of data and trends in the program area assigned. Duties include working with key IT partners towards solutions. Balancing multiple tasks is essential.

Experience and knowledge of all aspects of the software development life cycle (SDLC) including requirements management, applications design, development, quality assurance, change management, and release management.
Customer focused with excellent oral and written communication skills within a business and/or technical context. Skilled conflict resolution skills are required to include negotiation and mediation skills. Developing and maintaining strong relationships with customers by listening and understanding the customer and responding to identified needs.
Experience with Microsoft Office (Word, Excel, and PowerPoint). Experience with Application Lifecycle Management (ALM) tool that offers requirements management capabilities (ex: Team Foundation Server or Atlassian JIRA).
Bachelor s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
