Description of Work

This position will be responsible for the development, evaluation, and preparation of contracts between DHSR and contract vendors.

  • Prepares solicitation documents for IT and non-IT goods and services, provides technical assistance on contract process to all DHSR Sections, and ensures compliance with internal and external documented requirements for contracts.
  • Facilitates the evaluation of the solicitation for proposal requests. Ensure all State contract policies and procedures are followed.
  • Works with contracts, including contracts for services and financial assistance, inter-departmental memorandum of agreements (IMOA), memorandum of agreements (MOA), and memorandum of understandings (MOU).
  • Works with DHSR section leadership’s designee (Contract Manager/Administrator) to develop the key components of all the various types of contractual documents, with particular emphasis on the scope of work, performance measures, funding, and budget. Further documents such as w-9s, State and Federal certifications, IRS tax exempt verifications, and Federal Funding Accountability and Transparency Act (FFATA) reporting forms are reviewed and provided as part of vendor/contractor information. Further, this position will be required to complete all IT related contract documents for contracts with IT components including exception forms, privacy threshold agreements, etc.
  • Shepherds the draft contract documents thru the various Department-level approval stages including DHHS Office of Procurement, Contracts, and Grants, DHHS Controller’s Office, DHHS Information Technology Division, and NC Department of Information Technology. Serves as liaison between all parties and assist in problem-solving and process navigation to get the final contract executed.
  • Responsible for entering information into and tracking the life of contracts in NC OpenWindows as well as through department approval flows. Ensures data is entered for financial assistance contracts into the FFATA Sub-award Reporting System (FSRS/SAM.gov) as required. Further, the position ensures all required financial assistance contracts are entered into the Enterprise Business System (EBS, formerly NC Grants).
  • Responsible for creating, updating and maintaining contract files. A contract file will contain: a copy of the executed contract, contract terms/renewal options, executed renewals/amendments, all contract attachments, general correspondence, purchase order information, requests for payments, any relevant contract monitoring documents, etc. Ensures the completion of compliance supplements for audit purposes, and maintain DHSR’s contract monitoring plan to ensure proper contract execution.
  • Responsible for creating purchase orders (PO) in e-Procurement, making PO line adjustments through change orders in e-Procurement, processing contract payments, and closing POs in the North Carolina Financial System (NCFS). Must compare the contract terms with payment requests to ensure accuracy.

Minimum Education And Experience Requirements

Minimum Education and Experience Bachelor s degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience; or equivalent combination of education and experience. Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
