The Environmental Analysis Unit supports development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment. For more information see the Environmental Analysis Unit video.

The purpose of this position is to assist Monitoring and Stewardship Group with the planning, design, construction, monitoring, and stewardship of NCDOT on-site stream, wetland, and buffer mitigation sites, statewide.

In This Role You Will

  • Assist and support advanced engineers in the group as necessary to ensure timely project delivery of on-site mitigation design plans.
  • Assist in the coordination of post-construction monitoring efforts for on-site stream, wetland, and buffer mitigation sites statewide, insuring compliance with all environmental permit conditions and schedules.
  • Assist in the management of Private Engineering Firms involving scope of work, estimates, project management tasks, scheduling, budgets, invoicing, and evaluations.
  • Utilize the ability to read & understand transportation project plans, provisions, specifications, policies, procedures, regulations, and laws as they pertain to Compensatory Mitigation.
  • Assist in the management and implementation of the Department’s Stewardship Program, including site inspections and field reconnaissance to resolve issues.
  • Coordinate and communicate with State and Federal Environmental Agencies with regards to permit compliance related to the Department’s On-site Mitigation Program.

Knowledge, Skills And Abilities / Competencies

  • Knowledge of the principles and practices of environmental engineering, as they apply to natural streams, wetlands, and buffer design and monitoring.
  • Knowledge of Federal and State laws pertaining to environmental matters (specifically Compensatory Mitigation), as well as Federal Highway Administration regulations pertaining to other aspects of highway planning, design, and construction.
  • Experience managing performance monitoring of Compensatory Mitigation Sites to meet State and Federal Permitting Requirements
  • Experience managing Stewardship of Compensatory Mitigation properties.
  • Experience reading and understanding highway project plans, provisions, specifications, policies, procedures, regulations, and laws as they pertain to Compensatory Mitigation

Management Preferences: Experience with CADD-ORD, ArcGIS Pro, and Applied Fluvial Geomorphology with regards to Natural Stream Planning and Design.

Minimum Education And Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification may require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
