DEQ has an open opportunity for an Environmental Program Consultant.

This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits .

This position currently qualifies for a hybrid telework option with routine office and remote workdays.

The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid / remote roles. Telework options are subject to change at the discretion of management.

This position will provide support to the Division of Water Infrastructure's Process Engineering Unit (through OCI). This position will implement, administer, and monitor DWI and program processes, internal DWI operation systems, and provide efficient business and financial systems support through the management of System Analysis Program (SAP) / Enterprise Business Services (EBS). This position evaluates DWI business and program application systems' functionality to identify gaps and calculate solutions to improve DWI functions. Assist with the design of DWI business and program system solutions by identifying and evaluating options, resolving issues, serving as a liaison between the DWI business units(s) and project delivery team, and developing and delivering training.

Other Key Responsibilities :

  • Assist in maintaining DWI electronic document management system (EDM) processes as staff and programs change or evolve.
  • Identify and create DWI process workflows with EDM tools and keeping those workflows up to date.
  • Develop, build, and maintain on-line forms specific to DWI funding / engineering processes and DWI process workflows for programs in EDM systems including, but not limited to, Laserfiche (LF).
  • Route documents into appropriate file folders, ensuring proper staff are notified if the process is suspended or does not complete properly, and working with other internal / external stakeholders as form and data field complexities increase.
  • Perform regular updates and trouble-shooting (requires a command of software tools such as LF Designer and LF Administrator as well as some rudimentary use of CSS and Java Scripting).
  • Monitor EDM processes and identify problems during day-to-day operations.
  • Modify EDM system processes as DWI staff and programs change or new programs come on board.
  • Implement revision version controls to ensure security of system and integrity of master documents.

The Division of Water Infrastructure :

The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state's water resources.     Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
