Description of Work

  • Position is Exempt from the State Human Resources Act - G.S. 126**

The primary purpose of this position Financial Analyst II position is to maintain adherence to DHB/DHHS/CMS standards of accuracy and timeliness for high stakes finance and accounting deliverables by initiating and identifying financial data requirements. This position will be assisting the Lead Financial Analyst to ensure accounting accuracy (general ledger coding), completion of timely reporting, and reviewing required CMS Federal Reporting regulations as well as functioning as the primary analyst for adhoc analyses.

Job Responsibilities Include The Following

  • Assisting with completing the review of the CMS64(backup detail, enrollment, CCME, Waivers, etc.), CMS21, CMS 21B, and CMS37 on a quarterly basis.
  • Completing the inmate billing to the Department of Public Safety.
  • Reviewing all contract invoices payments so that they are accurately recorded. Tracking, modifying and/or creating new POs to ensure funding is available and payments are accurate in the ledger.
  • Processing financial and accounting products to include: invoices, reimbursement requests, APD's, purchase orders, and cost settlements.
  • Providing support to adhoc analyses and reports on an as needed basis.
  • Preparing journal entries to correct account coding.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Experience with government accounting practices as applied in North Carolina
  • Demonstrated ability to plan and organize work, and to be adaptable to continually changing priorities.
  • Advanced skills performing complex financial data analysis, applying accounting theories and principles.

Management preference will be given to candidates with:

  • Certified Public Accountant (CPA)
  • CMS Federal reporting experience
  • Proficiency in Microsoft Office including Excel, Word, Access, and PowerPoint.
  • Medicaid, Medicare and/or health insurance industry experience
  • Experience with North Carolina systems (e.g. NCFS, E-Procurement, etc.)

Bachelor’s degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 1 year of directly related experience
