Description of Work

The HR Business Partner is one of two HR Business Partners that partner with and provide consultation to the leadership team within the Opportunity & Wellbeing Portfolio (Child & Family Well-Being, Child Development & Early Education, Social Services, Disability Determination Services, Employment & Independence for People with Disabilities, Public Health) on strategic HR practices to deliver a high-performance culture focused on achieving goals and delivering value added services to management and employees.

Requiring a strong level of HR technical knowledge, consultation, and independent decision making, the position :

  • Provides guidance to managers and employees regarding application and interpretation of HR policies;
  • Works directly with managers and senior leadership to identify, address, and resolve HR issues;
  • Identifies HR issues, analyzes data, and makes recommendations to leadership that support and enhance the Portfolio's strategic direction;
  • Ensures HR policies / guidelines align with the Portfolio's strategic needs and values;
  • Provides guidance and input on business unit reorganizations and workforce planning;
  • Gathers and analyzes HR data to identify trends, respond to issues, and support change recommendations; and
  • Develops and maintains collaborative partnerships with DHHS HR senior and mid-level leaders to resolve problems and address situations efficiently.
  • Supervise HR staff providing first level support to DHHS employees.
  • The HR Business Partner collaborates with Portfolio leadership and DHHS HR leadership team members to develop solutions, programs and policies.
  • The position actively engages and supports strategic implementation of HR best practices in talent acquisition strategies, talent selection, performance management, classification and compensation, salary administration, training and development, employee relations and leave and benefits administration.
  • This role requires excellent communication skills with the ability to establish strong professional relationships with management and employees.

    Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following :

  • Proven and demonstrated knowledge of human resources principles and practices as an HR generalist or specialist in two or more core HR areas, coupled with a working knowledge of other HR areas
  • Experience providing HR consultation to managers and employees and engage with HR professionals and technical specialists
  • Demonstrated experience to consistently and effectively interpret and apply a variety of Federal, State, or organizational HR policies and procedures
  • Experience communicating effectively (verbally and in writing) with a variety of persons at all educational levels, both internal and external to the organization
  • Intermediate proficiency with Microsoft Word and Excel
  • Management Preferences :

  • Experience working with state or local government agencies in the area of programs of public assistance
