The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.

The foundational principles of the office are Integrity / Ethics, Objectivity and Accountability. OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller's authority is statutory.

Description of Work : The selected candidate will serve as instructor and instructional designer to provide high-quality training experiences for state employees. Areas of focus for instruction include but are not limited to OSC statewide systems such as the Integrated HR-Payroll System and the North Carolina Financial System, as well as providing internal training for OSC employees as needed. The employee also coordinates with other training teams across the state to provide trainer resources for additional activities, such as developing and maintaining new training materials, testing training solutions, and facilitating workshops; and support and assist the Director of Training as needed. The employee is responsible for leading subject matter expert (SME) work groups as part of the continuous efforts to update current training courses, training material edits, and new course development.

Knowledge, Skills and Abilities / Competencies

  • Strong functional knowledge of technical education concepts and understanding of integrated data
  • Strong functional knowledge of Microsoft Office products including Outlook, Word, PowerPoint, Excel, and Access
  • Proven, documented ability to organize and lead projects
  • Ability to work independently and within a team
  • Proven, documented ability to investigate, research, and implement new technologies in an educational environment, with knowledge of computer equipment capacity and limitations to devise or modify procedures to solve complex problems
  • Documented technical knowledge of using an LMS (Learning Management System) or any other applicable, similar, or equivalent software
  • Understanding of technical concepts and educational theories to lead stakeholders in a training environment
  • Demonstrated, documented ability to integrate training and development knowledge to achieve solutions to educational problems of high complexity, such as course development using adult learning theory
  • Demonstrated, documented ability to successfully train adults in-person and virtually using current technology and adult learning theory
  • Documented ability to translate and communicate highly technical concepts, information, plans, and procedures to business users
  • Documented ability to create and edit strongly-written, clear, concise procedural documentation and guides
  • Documented ability to consult with stakeholders and higher-level technicians and analysts to resolve technical problems with learning systems / tools and ensure client satisfaction
  • Documented ability to continuously improve course materials through continued education, data analysis, and class observation
  • Management Preferences

  • Experience with Oracle Financials or other Financial ERP systems
  • Experience with SAP HR Systems or other HRIS systems
  • Experience teaching with WebEx software
  • Understanding of accessibility practices
  • Understanding of a blended learning environment
  • Minimum Education and Experience Requirements

    Bachelor's degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role; or an equivalent combination of education and experience.
