Description of Work
This position is Permanent, Part-Time, with a minimum of 32 hours per week and maximum of 40 hours per week, depending on the needs of the General Assembly.
Work hours may vary between 6:30 a.m. – 5:00 p.m.
The General Assembly’s Legislative Services Office provides courteous, high-quality mail services to legislators, legislative staff, and the nonpartisan legislative staff. The Mail Clerk assists with mailroom operations in processing incoming and outgoing mail and documents for legislators and legislative staff. The Mail Clerk is responsible for managing the processing of US Postal Service (USPS) and interdepartmental mail, as well as processing mail, parcels, and packages handled by UPS, FedEx, and similar shipping services. Special scheduling or work activities may be required in order to meet the demands of the General Assembly. Specialized safety equipment may be used in some inspection procedures. The Mail Clerk works under the supervision of the Mail Room Supervisor. All mail room activities fall under the direction of the Facility Services Manager.

Examples Of Duties
- Analyzes, interprets, and applies USPS regulations and shipping regulations with various carriers.
- Responsible for the processing of USPS and interdepartmental mail, as well as processing parcels and packages handled by USPS, FedEx, and similar shipping services.
- Applies postage according to federal and international postal regulations; processes intra and interoffice mail and documents with consideration for timely delivery; takes documents to post office and picks up mail addressed to the NC General Assembly.
- Sorts and distributes incoming mail and sorts and batches outgoing mail and documents.
- Serves as a NC General Assembly courier as approved documents are distributed to other offices and locations.
- Transports official documents to the post office directed to the NC General Assembly while providing security and confidentiality of all mail and documents processed.
- Handles sales in the mail room of postage stamps and parcel postage purchased by employees.
- Responsible for maintaining cash and credit card machine transactions from employee purchases; submits receipts to the Financial Services Division at the NC General Assembly.
- Adheres to US postal regulations and assists legislators and staff with interpreting these regulations for the most efficient and cost-effective methods of mail and document delivery.
- Performs other duties as assigned.

Knowledge, Skills And Abilities / Competencies
- Ability to maintain composure and to work cooperatively under pressure with legislators, legislative staff, and the general public on a daily basis.
- Proficiency in use of technology and computers including Word, Excel, and standard mailing procedures software packages and parcel tracking packages.
- Extensive knowledge of US postal regulations pertaining to special delivery, registered, insured, special handling, and other specialized categories of mail; and the ability to interpret and apply to various carriers.
- Excellent organizational, verbal, and written skills.
- Capability of lifting materials up to 50 pounds, consisting of outgoing and incoming mail, documents, and packages.
- Ability to stand for prolonged periods of time, while assisting legislators and legislative staff with requests.
- Ability to move throughout the NC General Assembly complex and collect and distribute mail and documents on a regular basis.
- Willingness and ability to work extended schedules to meet the needs of the General Assembly.
Minimum Education And Experience Requirements
- Graduation from high school or possession of a GED certificate supplemented by two years of experience in postal operations.
- A valid NC driver’s license, as this position may require travel to and from a US Post Office.
