The Department of Revenue (DOR) established this position as full-time teleworking.
The North Carolina Department of Revenue has an opening for an experienced Senior Mainframe Developer to provide analysis, programming, testing, implementation, and ongoing production operational support for the Integrated Tax Administration System (ITAS) mainframe business applications system.
Your primary responsibility will be performing in depth technical analysis, programming, testing, implementation, and ongoing production support for more complex updates and enhancements to ITAS and to provide guidance and support to other analysts. You will also be responsible for problem resolutions related to assigned production systems and associated data files. These tasks are time critical and must be performed according to established problem management policy.
Knowledge of complex systems is required in order to solve problems timely and keep systems operational. You will research problems appropriately, determine a solution to the problem, implement the supervisory approval and document the problem according to problem management standards. You will use established life cycle development phases and established software development and maintenance standards. You will also ensure that all quality assurance, change management, configuration control, security and user recovery procedures are followed.
The Position will be responsible for the following :
- Communicating with user liaisons / end-users to determine the scope and functions of new or existing systems. Charts and examples are often used for clarity.
- Developing requirements, conceptual designs, and detail design documents to present to the user for approval at the appropriate phases of life cycle development.
- Performing all of the programming duties associated with a particular program or project.
- Evaluating completed program assignments to check for accurate interpretation of program specifications and testing requirements.
- Evaluating and testing systems to ensure that requirements have been met in a project and to bring that project to completion and into production.
You will work with operations, database group, server administrators, network group, end-users, user liaisons and other affected parties. This position is required to work within an on-call rotation supporting critical taxpayer-facing applications.

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
