The position’s primary purpose is to supervise facility nursing staff, provide clinical and administrative consultation, and ensure nursing coverage is adequate in the assigned facilities. Job duties include:

  • Confirm that the care provided is based on nursing principles and evidence-based nursing care

  •  Submit reports about healthcare, trends for the designated juvenile population, and management oversight of chronic health conditions and diseases.

  •  Engage in recruitment and retention.

  •  Required to provide direct care when staffing demands or during times of high health needs.

  • Advises the director and/or assistant director of work performance and disciplinary issues with nurses or other health care personnel.

  • Assist in securing medical providers for centers as needed; provide consultation to contract nurses.

  • Ensure that the center's medical staff provides administrative functions, including but not limited to collaborating and planning health care services for juveniles.

  • Coordinated healthcare management of juveniles; maintained and provided efficient healthcare data specific to the juvenile population.

  • Review juveniles’ medical administration records for all non-medical staff, contract medical staff, and Juvenile Justice staff administering juveniles’ medications.

  • Confirm registered nurse oversight of all aspects of infection control in a residential setting.

  • Confirms center medical staff appropriately provides verbal and written communication with all groups interacting within the clinical team for juveniles, including written reports and training of staff and the juvenile.

  • Monitor and evaluate the appropriate use of financial resources for juvenile healthcare services. Develop and report recommendations to improve fiscal management and resource allocation, focusing on appropriate care provision.

  • Complete monitoring reports and internal audits to provide written reports to health services and facility leadership for each assigned facility.  Complete quality projects assigned by HCS administrative team based on reports from facilities.

  • Administration management of electronic health record (EHR); ie. updating users, running reports, and training staff.  Provide informatics knowledge to configure the EHR to meet the needs of clinical services.   Communicate the needs of users to vendors and assist in troubleshooting.

  • Provide orientation for new staff, support with work plans for staff, and document performance evaluation in a timely and ongoing manner. 

  • Visit assigned facilities to interact with health services staff and facility staff.  Provide consultation regarding revision and updates to program services to align with policy.  Schedule and lead regional meetings to foster unity and provide updates and education according to health services policy.  Confirm oversight of infection control in facility.  Ensure the center nurse provides administrative functions and participates in the planning of management team, training, and conferences.  Set work standards to Nurse Practice Act and train staff on current, evidence-based practice.  Participate in multi-disciplinary meetings.  


Work Schedule:
This is a full-time position.  Work hours for this position are Monday-Friday, 8am-5pm with a rotational on call schedule. This position is based out of Central Office in Raleigh, NC but will require travel to the Western Part of the state. A state car will be provided for travel.

To qualify for this position, applicants must demonstrate ALL of the following KSAs: 

  • Experience working within state and federal laws related to juvenile healthcare and provisions of safe, evidence-based care. 
  • Experience using appropriate investigative interview techniques, training nurses and delegation guidance from policies and protocols. 
  • Experience in preparing and maintaining reports of activities and patient progress
Management Preferences: 
  • Experience with providing healthcare within a congregate care setting and preferably with adjudicated adolescent population.

Licensed to practice as a Registered Nurse in the State of North Carolina and three years of nursing experience, including one year of experience in a Nurse Supervisor capacity.

Necessary Special Qualification: 
Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.
Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition, the selected candidate must:
 
·Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma).
·Pass a Criminal Background check
·Pass a Drug Screening test
·Pass a Psychological test
·Pass a Sexual Risk Screening test
·Pass a Physical (to include Vision and Hearing)
·Be a US citizen
·Be at least 20 years of age
·Have a valid driver's license
