Start your journey towards success! DPS is currently accepting applications for the position of Program Analyst II in the Governor's Crime Commission Section (Raleigh, NC) of the North Carolina Department of Public Safety.

This position serves as the senior analyst for CJAC (The Criminal Justice Analysis Center (CJAC) is North Carolina's Statistical Analysis Center). The focus of this position is to identify, compile, analyze, and interpret complex data and information on North Carolina's criminal justice system into meaningful insights to help local and state leaders make data-informed decisions regarding program needs, policy, funding, and strategic planning. The work requires excellent critical thinking skills and sound judgement and the ability to effectively identify, isolate, and resolve complex problems pertaining to data and its infrastructure.

Specific responsibilities include, but are not limited, to the following :

  • Develop criminal justice system performance measures, perform data linkages between disparate data sources, and write code required for data manipulation and analysis of criminal justice data.
  • Create dynamic reports in the Justice Data Portal with SAS Visual Analytics software. Identify datasets to include in the Justice Data Portal to enhance the analysis of the state's criminal justice system.
  • Listen to the need for criminal justice information expressed by policymakers and stakeholders, including the Executive Director of the GCC and Commissioners, to identify data, conduct appropriate data analysis and create reports understandable for the specific audience.
  • Drafting, reviewing, or modifying the design and format of information disseminated by CJAC on salient crime and criminal justice issues for reports and major plans of the Governor's Crime Commission.
  • Collaborate with multiple business partners, stakeholders and agency management to understand data requirements, provide status updates during standing meetings, and understand data related questions as they relate to current criminal justice issues.

About the Governor's Crime Commission :

The Governor's Crime Commission (GCC) serves as the chief advisory body to the Governor and to the Secretary of Public Safety on crime and justice issues. GCC also serves as the State Administering Agency (SAA), the executive branch agency designated to apply for federal criminal justice funding from the US Department of Justice on behalf of the State. The Criminal Justice Analysis Center (CJAC) is North Carolina's Statistical Analysis Center and is a member of the Justice Information Research Network (JIRN). CJAC provides data-driven research and analysis of North Carolina's criminal justice system to inform policy, programs, legislative recommendations, and federal funding priorities for the Commission, Secretary and the Governor. CJAC's development and maintenance of the NC Justice Data Portal is one tool to provide criminal justice data to decision-makers and citizens.

To qualify for this position, applicants must demonstrate ALL of the following KSAs :

  • Social research skills including one or more of the following : evaluating evidence-based models for effective programs and services, defining and tracking performance measures, designing quantitative and qualitative methods of data collection, and / or performing statistical data analysis.
  • Experience with one or more standard database, statistical and business intelligence tools such as SAS, SQL Developer, R, STATA or SPSS.
  • Social research project management experience.
  • Management Preferences (Optional) : These skills are not required but managers may choose to interview / select applicants who demonstrate Management Preferences.

  • Experience programming in SAS and SQL for data analysis and creating graphics / visualizations using SAS Visual Analytics or other software.
  • Knowledge of the criminal justice system.
