This Shoreline Surveyor is responsible for conducting shoreline surveys to identify, map, and evaluate the public health significance of any actual or potential pollution sources that may impact shellfish growing waters in all active growing areas between the South Carolina State Line and New River in Onslow County. This will include the identification, inspection, and evaluation of onsite wastewater treatment systems, wastewater treatment plants, stormwater drainage systems, marinas, agricultural areas, new development, and other areas of concern, as well as the preparation of written reports summarizing findings. Â These pollution source assessments will be utilized, along with water sampling data and other pertinent information, to determine the appropriate shellfish harvest classifications for all coastal waters within this geographic area. The North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the state's marine and estuarine resources. The DMF's jurisdiction encompasses all coastal waters and extends to 3 miles offshore. Agency policies are established by the nine-member Marine Fisheries Commission and the Secretary of the Department of Environmental Quality. North Carolina is a member of the Atlantic States Marine Fisheries Commission, the Mid-Atlantic Fishery Management Council, the South Atlantic Fishery Management Council, and the National Shellfish Sanitation Program. Key Responsibilities
- Conduct shoreline surveys to assess the public health significance of any potential or actual pollution sources that may impact shellfish growing areas between the South Carolina State Line and New River in Onslow County. Â Shoreline survey work includes the collection of field data via GIS and GPS, and the preparation of written reports summarizing findings. Â
- Review and comment on Coastal Area Management Act (CAMA) applications for development that have the potential to impact shellfish growing waters or coastal recreational swimming waters.
- Assist in the design, planning, and implementation of hydrographic studies to assess the dispersal, dilution, and time of travel of potential contaminants from point sources of pollution within coastal estuaries.
- Serve as liaison to other state and local regulatory agencies with enforcement power to correct violations found during the shoreline survey, and to school groups, environmental groups, and other members of the public requesting information on the program.
- Conduct special investigations of complaints relating to the contamination of shellfish growing waters and support other section staff in duties necessary to meet program requirements, such as water quality sampling or laboratory operations. Â Â
