DEQ has an open opportunity for a Weatherization Program Manager.


* It is full-time (40 hours per week) with State Benefits *

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The Weatherization Program assists low-income North Carolinians with high energy burdens by providing energy conservation measures, repairs and upgrades at no cost to eligible residents. The Weatherization Program includes the North Carolina Weatherization Assistance Program (WAP) and the companion programs funded through the NC Department of Health and Human Serices, the Low-Income Home Energy Assistance Program (LIHEAP) and the Heating Air Repair and Replacement Program (HARRP). Together these programs fund approximately $20 million in weatherization across North Carolina annually. Additionally, North Carolina was granted $90 million in Infrastructure Investment and Job Act (IIJA) funding to implement additional weatherization in the state until 2029. All 4 programs are federally funded and provide funds to subgrantees who deliver services in all counties of the state. The local subgrantees are Community Action Agencies, public or nonprofit organizations who carry out activities to reduce energy bills and keep residents safe in their homes. Example activities include tuning, repairing or replacing heating equipment, adding ventilation and insulation, testing for safety issues such as gas leaks and carbon monoxide and/or installing other efficiency upgrades like efficient lights, pipe insulation and/or low flow shower heads.  Since 2018, WAP has weatherized over 7,655 homes.  

Key Responsibilities:

  • Oversee the day-to-day management of weatherization programs (WAP, LIHEAP, HARRP, WAP IIJA).

  • Manage the $20M in annual and $90M in IIJA funding activities, integration of new and complex federal guideline, procurement, compliance and reporting.

  • Oversee the programmatic and financial performance of subgrantees and contractors that provide weatherization and energy efficiency services across the state. 

  • Establish and foster partnerships with other agencies that can be leveraged to maximize the use of the federal dollars awarded to weatherization.

  • Create and maintain working relationships and communication with subgrantees, contractors, utilities, federal agencies, and community organizations to continually improve the programs.

  • Prepare legislative reports, presentations, and represent the State Energy Office on miscellaneous committees and internal/external work groups.

The DEQ State Energy Office serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
