Office of Fiscal & Monitoring Services

The Office of Fiscal and Monitoring Services' (OFMS) Monitoring Services Division is responsible for developing, implementing, and monitoring all Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You’ll Do

The primary purpose of this position is to support local County Department of Job and Family Services (CDJFS) and State of Ohio Bureau requirements, while following Ohio Administrative Codes and legislative direction. The Budget Analyst will prepare CDJFS allocations, maintain County Finance Information System (CFIS), prepare statistical and projected expense spreadsheet data, and report data to State of Ohio Bureaus as required. Ensure all county budgets align with Cash Management and Federal Reporting for CDJFS to draw the cash needed and ODJFS is able to request Federal reimbursement accurately. This position is the lifeline for local CDJFS and a strong support to ODJFS.

The ideal candidate will be responsible for the following:

Prepare local agency allocations according to the Ohio Administrative Code (OAC) - this includes retrieving and analyzing statistical data listed on the OAC, submitting the data for management review and approval and using this process and agency policies to create budget/allocations for local agencies(e.g., County Departments of Job and Family Services (CDJFS); Child Support Enforcement Agencies (CSEA's); Workforce Development Agencies (WDAs); and Department of Children and Youth (DCY);

Prepare and integrate spreadsheet to perform expenditure analysis; develops county allocation (budget) formulas; monitors and adjusts county fiscal data, appropriate line items and expenditures of county agencies; gathers data from County Finance Information System [CFIS];

Researches, analyzes and evaluates county expenditures in comparison to the allocations (i.e., check figures, postings, match accuracy and spreadsheet formulas, cash errors and interface errors in CFIS);

Ensures sufficient state appropriation encumbrances and federal grant awards are available to support county payments and reimbursements; assures correct CFIS line of coding (e.g., program code, allocation and data range) of county agencies; maps expenditure payments of county agencies;

Coordinates coding changes with other Bureaus within the Office of Fiscal and Monitoring Services; creates, analyzes and interprets reports that provide accurate and valid financial information from CFIS database, Ohio Administrative Knowledge System (OAKS) and Client Registry Information System-enhanced (CRIS-e) for Quarterly Federal Reports;

Generally Accepted Accounting Principles (GAAP) reports, Cost Allocation Plan (CAP) reports and quarterly/year end county reports by extracting data from the CFIS database and other resources and compares with prior year cash balances to ensure reporting accuracy; establishes, reviews and monitors chartfield codes to ensure accurate tracking and reporting of financial information; coordinates cash draws with internal/external entities; establishes, creates, reviews and monitors chartfield codes to ensure accurate tracking and reporting of financial information;


Monitors reporting of federal programs as reported and tracked by the county agencies including accumulation of all expenditure information for both administrative and direct costs; performs all quarterly and year-end county reporting; processes and reviews financial reports reflecting consolidation of statewide totals; monitors and reports all county expenditures for federal programs according to federal and state government entity; produces and distributes reports to state staff; prepares special reports related to county agencies funding; utilizes computer and associated software to develop tracking system as identified; maintains and updates files dealing with county agencies.
Performs other duties as assigned (e.g., participates in meetings and provides updates regarding any changes that impact county costs and reporting requirements; operates computer to produce reports and documents; maintains files, logs and records).

Qualifications

The ideal candidate, at minimum, must have the following:

OPTION 1:

3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 2:

Completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

OPTION 3:

Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information

This position is in the State of Ohio’s OSCEA, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $29.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
