What You’ll Do
In this position, you manage the fiscal monitoring and consulting function for U.S. Department of Labor workforce development programs. You also work closely with local agency and state level program staff.
- Develop and execute a fiscal monitoring and technical assistance strategy of workforce development programs and agencies;
- Participate in risk assessments of all programs, special grants, and financial and administrative functions for workforce development programs;
- Plan, direct, and control monitoring projects within the overall strategic plan;
- Review and edit monitoring reports and present recommendations to appropriate management;
- Supervise a team of professional auditors/monitors;
- Conduct peer reviews;
- Build collaboration across Federal, State, and Local stakeholders;
- Manage, create, and enhance processes and tools to improve effectiveness and efficiency;
- Make presentations occasionally and provide technical assistance;
Challenges:
- Dealing with special grants and new initiatives in a dynamic environment;
- Interpreting and understanding complex regulations;
- Ensuring Stakeholder engagement with the monitoring process;
- Dealing with difficult people;
- Working with competing priorities;
Necessary skills:
- Knowledge of Federal Grants management, including U.S. Office of Management and Budget’s Uniform Administrative Requirements, cost principles, and audit requirements;
- Knowledge of U.S. Department of Labor programs, laws, regulations, and funding;
- A comprehensive understanding of audit and monitoring standards;
- Strong organizing, analytical, planning, problem-solving, and communication skills;
- Experience with audit software;
- Strong leadership, relationship management, and customer service skills;
Schedule: Monday through Friday 8:00 am - 5:00 pm
Travel: Travel required as needed with occasional overnight stays.

The ideal candidate, at minimum, must have the following:
Option 1:
12 mos. exp. as External Audit Supervisor, 66465.
Option 2:
- 7 yrs. exp. in auditing, accounting which must have included 42 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; 1 yr. exp. or 1 yr. trg. in supervisory principles/techniques.
Option 3:
- Completion of undergraduate core coursework in accounting, business administration, computer science or related field; 5 yrs. exp. in auditing or accounting which must have included 30 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; 1 yr. exp. or 1 yr. trg. in supervisory principles/techniques.
Option 4:
- Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $37.53 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
