What You Will Do:

  • Maintain and update Ohio Statewide Airport System Plan
  • Assists in preparation, review and processing of projects associated with the Ohio Airport Grant program
  • Represents Office of Aviation in various Statewide planning committees and projects
  • Coordinates projects and planning efforts in conjunction with the FAA’s Airport Improvement Program

Official Position Description:

Under direction of Transportation Engineer, acts as principal liaison & project coordinator for aviation planning effort in development, delivery, maintenance & evaluation of airport planning projects, programs &/or services. Assists in preparation, review & processing of data for Federal & State aviation programs (e.g., Federal Aviation Administration (FAA) Airport Improvement Program, Ohio Airport Grant Program). Monitors grant programs (e.g., Ohio Airport Grant Program) & prepares reports regarding the same utilizing BlackCat Aviation Data & Grant Management System. Provides support & technical assistance regarding the Ohio Airport Protection Act and airspace permitting program. Uses personal computer (e.g., Microsoft Word) to prepare correspondence, memos & contracts for submission to grantee agencies. Monitors grants from application through scoring, selection & approval process. Coordinates & conducts public outreach & engagement activities with airport personnel, community officials & consultants. Handles sensitive telephone & in-person contacts with general public, transportation agencies, government officials & private organizations. Provides administrative support to all Aviation programs.Plans, updates, maintains, coordinates, monitors & evaluates scientific, technical & professional programs & projects related to Ohio Statewide Airport System Plan. Represents Aviation interests & participates in statewide planning committees & projects, including Access Ohio, Transport Ohio, Ohio Freight Advisory Committee & the Ohio Standing Committee on Transportation Planning. Plans, coordinates, monitors & evaluates and provide comments on scientific, technical & professional programs & projects related to Ohio Airports (e.g., airport master plans & airport layout plans). Reviews documents prepared by others. Prepares documents related to FAA & State project selection. Prepares documents for review by State Controlling Board. Provides airport-related data to consultants & other parties. Develops data & provides data analysis to prepare reports & correspondence regarding project status, funding & inquiries. Attends meetings, conferences & special events as agency & program representative; delivers speeches & presentations (e.g., using Microsoft PowerPoint) as required.

Creates account ledgers & records disbursement of funds, monitors grant account balances & prepares expenditure reports regarding grant-related projects & programs. Uses personal computer (e.g., Microsoft Excel & Access) to review databases of expenditure requests. Prepares encumbrances, processes grant pay requests, reviews budgets & coordinates with other office staff regarding technical assistance programs & grant-related activities. Coordinates with engineers regarding availability of funding sources. Assists in revising grants & amending contracts. Maintains currency with proposal writing techniques & fundamentals of grant administration.

Maintains registration records regarding Ohio's private airports & heliports. Conducts airport safety & compliance inspections (5010 inspections). Cooperates with FAA in order to perform annual updating of five-year Airport Capital Improvement Programs (ACIPs) for all publicly-owned airports within state; reviews ACIPs & makes suggestions regarding future airport development plans. Performs other duties & tasks as directed.

Qualifications
Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration); 9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies; 1 course or 3 mos. exp. in public relations; 1 course or 3 mos. exp. in budgeting; 1 course or 3 mos. exp. in technical writing or business communication.

  • Or 6 mos. exp. as Planner 2, 85312, in assigned program area.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Job Skills: Planning and Development

If operating a state-owned vehicle, must show proof of a valid driver's license or must provide own transportation.

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

If this position is filled internally, the wage rate will be determined in accordance with the contract.
