GENERAL STATEMENT OF DUTIES: Within the Division of Public Utilities and Carriers (DPUC),
to direct the work of employees of a unit or section of the Division engaged in the performance of
important field investigatory work in the enforcement of laws and regulations which are the
responsibility of the unit or section concerned: and to do related work as required.
SUPERVISION RECEIVED: General procedures are outlined, and policies are dictated by Public
Utility Associate Administrator and Deputy Administrator; specific instructions are rarely received but
unusually difficult problems that are encountered are subject to consultation with superior; work is subject
to, but does not always receive, review by superior.
SUPERVISION EXERCISED: Plans, directs and reviews the work of subordinates engaged in
investigatory and related duties.
Illustrative Examples of Work Performed
Within the Division of Public Utilities and Carriers (DPUC), to direct the work of employees of
a unit or section of the Division engaged in the performance of important field investigatory work in the
enforcement of laws and regulations which are the responsibility of the unit or section concerned: and to
do related work as required.
In a unit or section of the Division of Public Utilities and Carriers, to plan, coordinate and
supervise the work of employees engaged in such duties as:
performing important field investigatory work in the enforcement of laws and regulations of
regulated utilities and regulated motor carriers under authority conferred in Chapters 1, 4, 12, 12.1,
13., 14, 14.1 and 14.2; performing duties to enforce pertinent sections of state law, including the
duties to "arrest without warrant" when so established; perform regulatory enforcement duties
regarding regulated electric, natural gas, water and wastewater utilities to ensure statutory and
regulatory compliance; perform regulatory enforcement duties regarding for-hire passenger
transportation by taxicabs, public motor vehicles and transportation network companies;
performing duties by detaining drivers of licensed for-hire carriers of either property of passengers
when necessary to confirm adherence to applicable state laws and agency regulations; aid
members of the Rhode Island State Police Commercial Enforcement Unit in enforcement of
pertinent state and federal transportation laws; performing enforcement duties regarding statutory
requirements of ferry operations and public utility distribution facilities, including drinking water,
electricity and natural gas.
To personally perform tasks of a particularly complex or responsible nature.
To review the reports of subordinates and initiate appropriate administrative action thereon.
To attend and testify at court proceedings.
To attend and testify at agency hearings.
To testify at legislative hearings.
To make regular and special reports.
To handle correspondence.
To do related work as required.
Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles, techniques,
methods and investigation of law enforcement, especially relevant sections of Title 39 of the Rhode Island
General Laws; the ability to plan, supervise and review the work of a staff engaged in field investigations
to determine compliance with laws and regulations; the ability to ascertain facts by personal contact and
observations and the examination of reports; training and experience in enforcing statutes in the field and
effectuating arrests or issuing summonses when necessary; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Graduation from a high school and the graduation from an accredited Municipal
or State police academy; and
Experience: Employment in a responsible position involving complex and important field,
office and law enforcement investigatory work for a minimum of five (5) years.
Or, any combination of education and experience that shall be substantially equivalent to the above
education and experience.
