What are the responsibilities and job description for the ENGINEERING TECHNICIAN III (CONSTRUCTION & MAINTENANCE) position at State of Rhode Island?
GENERAL STATEMENT OF DUTIES: To perform moderately complex engineering work in the area of specialization indicated by the title of the class of position; to assist a civil engineer or engineering technician of a higher rank in the supervision of a subordinate staff of engineering technicians in the area of specialization indicated by the title of the class of position; and, to do related work as required.
SUPERVISION RECEIVED: Works under the supervision of a civil engineer or engineering technician of a higher rank, involving the exercise of independent judgment in the application of the basic principles of engineering; work is reviewed in process and upon completion for results obtained.
SUPERVISION EXERCISED: Assists a superior in the supervision of a staff of subordinate engineering technicians and/or other personnel assigned to assist.
Under supervision, in the area of specialization indicated in the title of the class of position:
Construction and Maintenance: On a construction or highway maintenance assignment, to oversee and perform inspections and document all materials and workmanship going into the project; to make daily, weekly, and monthly estimates of work accomplished as required; to submit detailed reports as to progress of work and manner of performance in accordance with current policies and procedures; to submit final estimates for contract items; to assist in and oversee inspections of the workmanship and practices of the contractors and/or state crews engaged in highway construction or maintenance projects; to coordinate appropriate materials tests during the construction or maintenance phase of projects; to check the work of contractors or crews against plans and specifications and to immediately report findings contrary to such plans and specifications; to study and evaluate requests by contractors for changes in plans during construction; to approve minor changes in plans on projects when authority has been delegated, and to submit all other requests for changes in plans to a superior for approval; to assist a superior in the supervision of subordinate engineering technicians’ workmanship, inspections and materials testing activities; or to act as a Construction Resident Engineer on simple to moderately complex construction projects.

KNOWLEDGE, SKILLS AND CAPACITIES: A working knowledge of, and the ability to apply the basic principles of civil engineering applicable to the area of specialization indicated in the title of the class of position; a working knowledge in the use of current computer software, such as Microsoft Office; a working knowledge of the basic materials, elements or products commonly used in the area of specialization indicated in the title of the class of position; a working knowledge of, and the ability to apply the basic principles of the systems of measurement applicable to the area of specialization indicated in the title of the class of position; a working knowledge of the field equipment, instruments, techniques and procedures applicable to the area of specialization indicated in the title of the class of position; a working knowledge of the procedures, rules, guidelines and standards used in the area of specialization indicated in the title of the class of position; the ability to read and interpret technical specifications and engineering plans, maps and drawings; the ability to supervise the work of engineering technicians and others engaged in either design and/or construction or maintenance, or materials testing; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Graduation from a community college or technical institute, or completion of two years of study in an accredited college including the successful completion of courses in mathematics, construction management, computer-aided drafting, civil engineering technology, and/or structural drafting; and
Experience: At least three (3) years of employment as an engineering technician in a public agency or in private industry which has provided responsible experience in an area of specialization indicated in the title of the class of position.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
SPECIAL REQUIREMENTS:
1. Must possess and maintain a valid motor vehicle operator’s license as a condition of employment.
2. Must be physically fit to perform assigned duties as evidenced by a physician’s certificate.
3. At the time of appointment and continually thereafter, employees in the Surveyor-In-Training classification must possess a valid certificate from the R.I. Board of Registration for Land Surveyors.
Salary : $55,647 - $63,746
