at DPH: Work that makes a difference!Pursuing Excellence, Inspiring Innovation, Promoting Teamwork, Embracing Service, and Advancing EquityThe South Carolina Department of Public Health (DPH) is seeking an experienced and analytical Budget Liaison and Advocacy Specialist to establish strong relationships with customers, oversee budgetary and fiscal matters, and ensure compliance with various financial guidelines. The ideal candidate will have expertise in financial management, grant applications, and compliance requirements.Duties and responsibilities include, but not limited to: Budget Liaison and Advocacy: Establish robust working relationships with customers, interpreting and advising on policies, procedures, and regulations. Exercise discretion and independent judgment in budgetary matters for Administration and Healthcare Quality. Review and approve purchase requests and salary action forms.Reporting: Prepare or assist in creating and distributing reports at both the end-user and agency levels. Provide special reports, including Personnel or Operating costs, to program areas.Grant Applications and Revenue Contract Development: Support data acquisition and compilation for grant applications and revenue contracts. Ensure all applications and contracts comply with State, Federal, and Agency guidelines.Compliance Requirements: Ensure compliance with all grant and revenue contract requirements. Identify match, maintenance of effort, program income, special earmarking, allowable cost, and sub-recipient reporting requirements. Assure satisfactory closeout and financial reporting.Budgeting and Account Status: Create, direct, or coordinate budget entries to ensure proper funding levels. Assist with providing funding information for shopping carts.Backup/Other Duties: Provide backup to other finance/budget-related staff during absences or other events. Perform miscellaneous duties, including approving or processing SCEIS documents like funds reservations, shopping carts, and PCard payments.
EXAMPLE OF DUTIES
A high school diploma and four (4) years of professional experience in a related area such as accounting, finance, or banking; or An associate's degree in Accounting, Finance, Business Management or related field, and two (2) years professional experience in a related area such as accounting, finance, or banking; orA bachelor's degree with multiple accounting courses may be substituted for the required work experience.
