Job Duties :
- The Fiscal Technician I performs varied clerical accounting and bookkeeping duties which may include posting, updating, reconciling, routine auditing and preparing summary financial and statistical reports.
- Manages all accounting records for funds coming in the office and all funds appropriated by the county. Prepares and maintains all financial accounting records for the county operations and maintains balances of special program funds. Reviews all agency bills from local account for appropriate payment and generates appropriate payment to the appropriate vendors and forwards remittance to each vendor. Responsible for processing Accounted Payable and Accounts Receivable.
- Screens disbursements, expenditure and fund transfer requests for accuracy, legality and authorization. Posts transactions to various accounts. Provides support documentation for report preparation. Monitors account status to ensure timely transactions processing. Confers with external agency financial officials about procedures and records. Interprets accounting system policies, procedures and forms. Assists staff in implementing financial procedural changes, determining fund sources and ensuring fund availability. Reconciles all monthly bank statements and monthly MR550 with payments made on SNAP and TANF claims.
- Completes all 1402's for purchases, maintenance contracts and leases. Reviews all agency bills from local accounts for appropriate payment and generates payments to the vendors and forwards remittance to each vendor. Coordinates the receipt, inventory, storage and distribution of supplies ad equipment.
- Serves as backup for the assignment and maintenance of state-owned vehicles, SNAP benefit replacements, taking applications to assist clients with utility, medication, clothing, food and burn out assistance when they are in need. Assists with receptionist duties as needed, operating switchboard calls, scanning, sending and receiving fax, emails, regular and certified mail, making copies, and setting up files. Assist with compiling Human Services case files, pulling case records, maintaining database of case files created and location, maintaining record of files purged and forwarded to Columbia for archives, the pulling and database for unfounded case files. Assist in the maintenance calls of copiers and printers for the county and duties as needed for Economic Services case control such as IVES, etc.
- Posts payments for SNAP and TANF claims to CHIP system, information is accurately posted for claim payments in a timely manner, deposit slips are completed accurately.
- Ensures invoices match referrals and results before submission to state office level for processing.
- Ensures that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment and data.
- Maintain and keep current of your work time, annual leave, and sick leave in SCEIS.
- Performs Red Cross shelter duty or other emergency shelter duty / services as directed.
Minimum and Additional Requirements
A High School Diploma and experience in entry-level accounting and bookkeeping.
