Under general supervision, performs a wide variety of maintenance activities in the construction, repair, and preservation of roads and bridges on the state highway system. Operates motorized equipment used in the construction and maintenance of highways and bridges or the movement of materials and supplies used to perform these maintenance activities. Acts as Crew Leader of a county Special Project/Drainage/ Vegetation Management Crew. Serves as crew leader and performs skilled manual labor in various duties such as cleaning ditches and placing sideline and crossline pipe, patching roadway base and surface failures, installing driveways; removing fallen trees from roadway, cutting dead trees on rights-of-way, performing vegetation management operations on right-of-way; installing, repairing, and maintaining flat sheet signs, extruded panel signs, sign assemblies, and sign foundations; and setting forms and pouring and finishing concrete for curbs, gutters, sidewalks and other activities related to work request activities and multipurpose operations.
Assists Crew Foreman in devising a schedule for work to be performed by maintenance crew. Quantifies daily records of work performed and materials used, records and inputs data into departmental asset management systems such as Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS). Reviews maintenance requests and complaints forms. Operates heavy equipment such as motor grader and backhoe, tractor with ditcher, crawler dozer, excavators, and slope mower tractors in conjunction with highway and bridge maintenance operations. Operates other specialized crew equipment to clean out drainage ditches, install sideline and crossline pipe, driveway installations, and roadside and right-of-way clearing operations in conjunction with brush and limb management activities.
Operates backpack and handheld herbicide spraying equipment to control and target undesirable vegetation around sign and delineator installations, sidewalks, fences, guardrail, culvert ends, and bridge slopes within maintained rights-of-way limits. Instructs crew members daily in safety practices such as flagging operations, wearing of safety equipment, vehicle safety, or when working with hazardous material and waste. Coordinates placement of traffic control devices to properly set up a maintenance work zone according to SCDOT Work Zone Traffic Control Manual and Field Guide. Operates tandem and single-axle dump trucks with trailers for hauling material and transporting equipment for maintenance and construction operations. Conducts safety inspection on all assigned vehicles and equipment. Monitors the preventative maintenance program of equipment to ensure a routine maintenance schedule is followed and to monitor equipment use and wear to prolong equipment life. Operates both portable tank-mounted salt brine anti-icing equipment and standard dump truck with snowplow attachment and sand spreader to remove snow and ice from highways and bridges. Assists in emergency or inclement weather operations; available for on-call rotations and extended hours or extended shift operations. Performs other related duties as assigned.Two (2) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required.
