Provides management to the team responsible for processing all South Carolina Enterprise Information System (SCEIS) Personnel Action (PA) and Organizational Management (OM) actions. Actions include, but are not limited to, processing all pay-affected transactions, creation and modification of positions and organizational units, and supervisory changes, while ensuring compliance with both state regulations and agency guidelines.
Oversees all Human Resources (HR) reporting. Generates reports in SCEIS and Business Warehouse, converting to Microsoft Excel when necessary, providing data analysis, interpretation, and identification of trends to assist agency leadership in making decisions regarding compensation, hiring, and manpower needs. Oversees the HR Dashboard and works collaboratively with IT Services personnel to effect necessary changes/modifications.
Works in conjunction with the Assistant Operations Manager and HR department managers to ensure accurate maintenance of personnel records in SCEIS. Researches issues to identify errors, discrepancies, and inconsistencies. Provides guidance and makes recommendations on how to resolve issues.
Provides training and coaching to Operations staff. Develops processes and procedures to ensure consistency in how work is performed. Assists with processing personnel actions and ensures payroll deadlines are met.
Acts as a SCEIS data owner. Assists with assigning SCEIS user roles. Submits SCEIS Help Desk tickets. Responds to inquiries and requests from SCEIS, the Division of State Human Resources, and the Comptroller General's Office.
Oversees the administration of the agency-wide EPMS program. Provides customer service support to users regarding the EPMS Policy and the EPMS system. Conducts EPMS training as requested by managers. Interprets and explains policy relating to performance review dates and the review status of employees.
Serves as the HR liaison to SCDOT-Information Technology (IT) department. Responsible for maintaining data and troubleshooting issues within HR programs to include the electronic position description, other electronic HR forms, the HR electronic document center, and SCEIS.
Serves as the SCEIS subject matter expert for the Office of Human Resources. Utilizes broad knowledge of the SCEIS system to provide guidance and collaborate with other HR program areas including Benefits, Classification and Compensation, Payroll, Worker's Compensation, and Employee Relations. Performs other related duties as assigned.A bachelor's degree and three (3) years of relevant program experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
