South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings .
Job Purpose
Under the limited supervision of the agency Chief Human Resources Officer, engages in and coordinates the delivery of human resources services for the agency to include, but not limited to, payroll administration, time and leave administration, classification and compensation, benefits administration, talent acquisition and retention, records management, training and professional development, and assigned or routine special projects.
Job Duties
Manages the full scope of agency personnel action functions through planning, implementing, and coordinating classification and compensation, talent acquisition and retention, benefits administration, payroll, training and professional development, and records management functions. Counsels and advises managers and employees in the area(s) of expertise to resolve problems.
Reviews hiring transaction documents for proper authorization and compliance with federal, state, and agency policies and procedures. Following consultation with and approval of CHRO, coordinates with the Division of State Human Resources (DSHR) for approval of any salary or classification action that is an exception to the agency's Delegated Authority Agreement with DSHR or an exception to DSHR regulations. Monitors classification and compensation practices to ensure internal equity and to promote the agency's broader equity initiatives.
Manages the Learning Management System in SCEIS. Analyzes training needs to develop new training programs or modify and improve existing programs. Develops and organizes internal standard operating procedures for the department. Coordinates agency training initiatives (LinkedIn Learning, Anti-Harassment). Stays abreast of changes in state and federal regulations and statutes pertaining to Human Resources policies and procedures, and ensure changes are communicated.
Assists in developing agency wide personnel policies and procedures. Develops and implements the agency's Equal Opportunity Employment/Affirmative Action (EEO/AA) plan including selection procedures and records maintenance. Coordinates agency annual compliance reporting related to human resources to DSHR, the Federal Communications Commission (FCC), the Corporation for Public Broadcasting, US Department of Labor, SC Workers Compensation Commission and other entities. Completes and responds to internal and external report requests. Engages in identifying and implementing process improvements. Assists in planning employee and recognition events/programs. Assists with salary study initiatives and electronic document management projects.
Performs other duties as assigned.
Minimum And Additional Requirements
A bachelor's degree and relevant human resources experience. A master's degree in human resources management may substitute for the required experience.
Preferred Qualifications
A bachelor's degree and five (5) years of experience in human resources management programs. Extensive knowledge and hands-on use of South Carolina Enterprise Information System (SCEIS) Human Resouces Management and Payroll Administration modules, as well as demonstrate knowledge of Human Resouces related state and federal laws and regulations. Should also demonstrate excellent written and verbal communication skills, customer service, time management and organizational skills; must have exceptional multi-tasking capability and attention to detail. Expert knowledge of Microsoft Excel and other Microsoft Office Suite applications highly preferred. Prior supervisory experience essential.
