Job Description
Contribute to the success and growth of South Carolina’s workforce system as our Director of Workforce Services at DEW!
Serving within the Workforce Development Division, the Director of Workforce Services is responsible for providing administrative oversight of Workforce Services Staff, technical assistance to Local Workforce Development Areas (LWDAs), and driving effective Workforce Innovation and Opportunity Act (WIOA), Trade Adjustment Assistance (TAA), Work Opportunity Tax Credit (WOTC), and Federal Bonding services through coordination with internal departments and external entities.
This role provides technical assistance to staff, management, and external entities for program service delivery processes through knowledge of laws, regulations, policies, and procedures, and also effectively communicates policy and guidance. Oversight includes, but is not limited to, timely and precise reporting, achievement of performance measures, effective utilization of funds, and accurate data management. An ideal candidate is a leader with a customer service orientation, good judgment, and initiative, with the ability to work effectively with others toward a common goal.

Key Responsibilities- Conducts independent research in workforce development, manages and reports on the program.
- Manage Workforce Services staff's provision of technical assistance, support, and training to LWDAs.
- Oversee WIOA formula, discretionary, and rapid response grants to include statements of work and budgets, working with the LWDAs to address gaps in required data and information.
- Ensure staff are trained and developed, perform employee evaluations.
- Provide administrative oversight of the Work Opportunity Tax Credit and Federal Bonding programs, ensuring that federal tax credits and bonds are issued correctly and efficiently.
- Directs the operations of the TAA program
- Manage and subdivide workloads and provide guidance and training to employees.
- Exercise judgment and discretion through interaction with LWDA personnel, board staff, and partner agency personnel.
- Communicate effectively, both orally and in writing, solve problems, think critically and analytically and work well with diverse populations and people at all levels of program delivery.

Education and ExperienceA bachelor’s degree and at least two (2) years of experience in workforce programs.
Knowledge of the agency mission, programs, and objectives. Knowledge of principles, practices, and objectives of management. Knowledge of WIOA laws, regulations, policies, and procedures and the ability to interpret and apply to daily tasks.
Additional RequirementsPosition requires overnight travel and routine driving, approves leave, and completes employee evaluations. Position may require employee to work evenings and weekends. Other duties as required.
