Job Responsibilities

THIS IS AN INTERNAL POSTING FOR CURRENT SCHP OFFICERS ONLY.

This position serves the MAIT Pee Dee Region to include : Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro and Williamsburg Counties.

Serves as a Scene Supervisor, Lead Investigator and Collision Reconstructionist of the South Carolina Highway Patrol Multi-Disciplinary Accident Investigation Team (MAIT) Pee Dee Region. Coordinates and supervises employees assigned to the MAIT Pee Dee Region.

Required to coordinate the investigation and reconstruction of complex vehicle collisions with the local Troopers, other agency investigators, and other personnel involved for the purpose of reconstruction of vehicle collisions.

Must be an expert in the field of Collision Reconstruction.

Responsible for reviewing case reports, documents and other investigative material for accuracy, legibility and completeness. Assists the Team Leader with the daily operation of the assigned MAIT Post. Assumes the position of MAIT Team Leader in the absence thereof.

Responsible for case preparation and court presentations to the appropriate courts. Employee serves as an expert witness in criminal and civil courts.

Responsible for proper operation, maintenance, inventory, care, and safety of assigned Highway Patrol and MAIT equipment.

Employee demonstrates knowledge in all laws governing the operation of vehicle and pedestrian traffic. The employee demonstrates knowledge of SCHP Manual of Operations, department policy directives, and MAIT operational procedures used in governing the actions of MAIT personnel.

Conducts performance reviews of directly supervised employees and examines those of other subordinates.

Minimum and Additional Requirements

TIME IN GRADE - Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the posted closing date of vacancy.

EDUCATION - High school diploma or GED equivalency.

PROMOTIONAL EXAMINATION - An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two years of the posted closing date of the vacancy.

PROMOTIONAL INTERVIEW PANEL - An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.

DISCIPLINARY ACTION - Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM - An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Warning Notice of Substandard Performance" during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.

PROBATIONARY / TRIAL PERIOD - Any individual serving a one (1) year probationary or a six (6) months trial period shall be ineligible to participate in the promotion process.

RESIDENCY - Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion / reassignment. Section IV. D. 2. Personnel assigned to a specialized unit (MAIT) shall establish a residence within the Troop or Unit of their assigned area of responsibility or, if residing outside of the Troop or Unit of their assigned area of responsibility, at a location that will allow them to respond to the county in which their assigned Troop or Unit office is located within 45 minutes. IV. C. Troop / Unit / Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Preferred Qualifications

Employee must be a Master Trooper or have held the rank of Highway Patrol Lance Corporal for a minimum of six months and must have administrative and management abilities. Employee must also have experience and a thorough knowledge of the duties and responsibilities of the Highway Patrol and must have demonstrated the ability to supervise and evaluate subordinates. The employee must have complete knowledge of SC Motor Vehicle Laws and Highway Patrol / MAIT operations and procedures and have demonstrated the understandings of the principles of collision reconstruction.

The knowledge, skills and abilities needed are normally acquired through Highway Patrol Basic Training, Supervisory, Data Processing, Planning, Administrative and Collision Reconstruction courses. Additional skills and experience are acquired through in-service and skill seminars. Employee must hold an ACTAR accreditation or an equivalent examination.

The employee receives verbal and written instructions from a Sergeant or higher authority on a routine basis through memorandums, rules, regulations and policies of the Department. The employee must be able to make mid-level decisions and make independent judgments on a daily basis.

Additional Comments

Corporal may have overnight travel on specials, seminar training, and call outs for major incidents.
