The Office of Internal Audits (OIA) is the audit team for the South Carolina Department of Public Health (DPH), providing independent, objective assurance and consulting services designed to add value and improve the agency’s operations. OIA’s mission is to enhance and protect organizational value by providing risk based and objective assurance, advice, and insight to management. DPH internal auditors have the opportunity to have an immediate and present impact on public health across the state as they serve as consultants to the Department’s public health programs. RESPONSIBILITIES OF A SENIOR AUDITOR:
We are looking for a highly qualified and experienced auditor who is passionate about public service and who shares our core values: embracing service, inspiring innovation, promoting teamwork, pursuing excellence, and advancing equity.
If hired, you will:
Under limited supervision, perform professional auditing duties;
- May function as the lead auditor on the performance of audits or special projects as assigned by the Internal Audit Director;
- Test the accuracy and reliability of accounting records, verify financial transactions, ascertain administrative compliance with laws and regulations and evaluate the efficiency and effectiveness of nonfinancial resources and management control systems;
- Perform extensive preliminary review of areas to be audited. This includes gathering of background and operational information as well as the documentation of internal controls;
- Prepare and write working papers, working paper summaries and audit programs in conformance with Generally Accepted Government Auditing Standards and Office of Internal Audit Procedures;
- Plan audits of varying complexity, schedule audits, determine timeframes and priority of work.
- Prepare and write audit finding sheets and audit reports; and
- Interview selected employees and confer with Agency and division heads concerning audit findings, recommendations, and solutions.
State Minimum Requirements:
A bachelor's degree in accounting, business administration, finance or insurance and professional experience in accounting, auditing, or financial management.
Agency Additional Requirements:
To qualify as a candidate for this position, you must:
- Have at least three (3) years of professional accounting and auditing experience; and
- Possess and maintain a valid driver’s license.
- Possess knowledge of the practices, principles and theories of accounting, auditing, and management;
- Possess knowledge of rules, laws, and regulations governing state agencies;
- Possess the ability to analyze and interpret complex accounting and financial data;
- Be willing to learn ACL software to assist with analyzing and interpreting complex accounting and financial data;
- Possess the ability to conduct operational, compliance, financial, and performance audits with limited supervision;
- Be proficient in the use of Microsoft Office Applications (i.e., Word, Excel, and Outlook)
- Be able to change focus and easily move from one project to the next as priorities constantly change;
- Have knowledge of Generally Accepted Government Auditing Standards (GAGAS), and of the International Standards for the Professional Practice of Internal Auditing governed by the Institute of Internal Auditors (IIA);
- Must have the ability to quickly learn operations of a division/program area and work with management to develop improvements; and
- Possess the ability to research and analyze complex information and communicate the concepts both orally and in written correspondence.
DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
