Job Description

The Highway Construction Project Engineer Supervisor provides direction and oversees the engineering activities and staff in the Pierre Area Office. The office is responsible for preliminary design, survey, construction inspection, material testing, project documentation and contract administration. The Engineering Supervisor is responsible for coordinating resources and directing the staff; determining needs and acquiring additional resources through consulting engineers and seasonal employees; developing, reviewing performance, addressing personnel issues, training and ensuring proper certification of staff; working closely with the public, contractors, other government entities and other DOT offices; serving as the technical expert for construction related issues; resolving contractor disputes and interpreting plans and specifications.

This position is predominantly in the office but does require going out on projects as needed to assist staff and keep up on progress and issues.

Duties And Responsibilities

  • data collection- through survey, consultant, staff, or inspection to keep project designs on the schedule set by the Department;
  • project administration-ensuring inspection, plan interpretation, documentation, measurement, quantities, payment, construction change orders, testing and the project close out process is done according to Department standards;
  • be a mentor, resource, and guide to staff to assist in challenges and questions experienced on construction projects;
  • writing consultant agreements and training consultants as needed to complete project requirements;
  • train and populate the office with staff capable of completing the demands of the office;
  • hire and review staff performance and give constructive reviews to develop a positive, strong, and cohesive workforce;
  • serves on technical panels;
  • oversees design and review of plans;
  • writing special provisions unique to a project and set project completion dates;
  • coordinate and oversee all requirements of construction with the contractor, external and internal customers;
  • conduct staff and safety meetings promoting and educating about safety in the work environment;
  • promotes the Department Strategic plan;
  • manage computers, office needs, equipment and vehicles to meet the needs of staff;
  • manage a yearly budget;
  • other duties as assigned.

  • resolve conflicts;
  • evaluate staff performance and aid in their development.

Position Requirements

  • Only applicants with a Bachelor of Science degree in civil engineering or a related engineering field will be considered.
  • Applicant should possess or be eligible to obtain an FE or PE license.
  • Applicant should have a minimum of 8 years progressive technical experience and experience managing others in a supervisory capacity or have demonstrated the ability to effectively lead others.
  • Prefers applicant to live within a 30-mile radius of Pierre.
  • Applicant must have a valid South Dakota driver’s license.

Compensation

The total compensation of Hourly Wage State/Federal Benefits for a typical year for entry level Highway Construction Project Engineer Supervisor is $125,436.00 annually.
