Conducts informal hearings and pre-hearing conferences by video, telephone, and in-person.
Rules on the admissibility of evidence, evaluates evidence and makes decisions on cases.
Makes determination of witness credibility.
Resolves procedural issues and rules on objections to evidence or questions from counsel.
Makes final judgment and issues written decision in a timely manner.
Questions witnesses when necessary and considers testimony and evidence that is presented.
Issues subpoenas, holds pre-hearing conferences, rules on other legal issues prior to hearing.
Explains procedures and rules that apply to hearings to litigants, attorneys, and others.
Accurately maintains files and records.
Assists in other office duties as needed.
- Current members of the Utah State Bar.
- One year or more work experience in juvenile court or child welfare, Medicaid, and/or prior work experience as an Administrative Law Judge.
- Knowledge and experience in Health & Human Services Programs, litigation experience, judicial clerkships, or prior administrative law experience.

knowledge of administrative and clerical procedures and systems such as word processing, file and record management, and other office procedures and terminology
The position has hours Monday through Friday from 8:00 a.m. to 5:00 p.m., currently comprised of working from home and providing in-office coverage, and potentially handling in-person hearings in various areas of the state.
Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
DHRM Promotional rules apply. 12 month probationary period required.
Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
