Job Title: Agricultural Loan Specialist
Location: Richfield, Utah
Job Description:
The incumbent in this job, which is unique to the Utah Department of Agriculture, assists in the management of the Agriculture Resource Development Loan (ARDL) Program by coordinating activities with the local Soil Conservation Districts and the Utah Conservation Commission to interpret loan guideline policies and process loan applications. Candidates will approve, underwrite, close, and manage loans They will review appraisal reports, title reports, water rights and assess the value of other collateral; ensure that loans are adequately secured and that loans are put to proper use according to established rules and procedures. They will Develop contracts and payment schedules of loan borrowers and Initiate collection activity including recommendations of legal actions.

Minimum Requirements:
- Has extensive experience with loan origination, loan management, and tracking and managing loans.
- Have a high degree of self-motivation and work with minimal supervision. Must work well with technical and professional staff, elected officials, and local stakeholders.
- Possess a valid Utah vehicle driver's license.
- Offer services to individuals and groups without regard to race, color, religion, sex, national origin, or other such designations protected by law.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Responsibilities
- Discuss results, findings, and/or recommendations with appropriate parties.
- Coordinates program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc.
- Locates assets, income, property ownership, and/or employment by searching public and private records.
- Reviews fiscal operations to ensure integrity, accuracy, and control of data.
- Monitors and evaluates contract/contractor performance to ensure compliance with contract; recommends action(s) to correct deficiencies.
- Reconciles contracts and/or final billing to ensure accuracy.
- Writes, reviews, and/or negotiates grants, contracts, and/or agreements.
- Analyzes, summarizes, and/or reviews data; reports findings, interprets results, and/or makes recommendations.
- Writes or drafts correspondence, reports, documents, and/or other written materials.
- Ability to prepare financial reports and documentation.
- Ability to determine how money will be spent to get the work done, and accounting for these expenditures.
- Ability to coordinate the activities or tasks of people, groups and/or organization(s).
- Understanding of procurement and/or administration of contracts, grants, loans, or similar agreements.
- Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.

- Understand principles, theories, and practices of water resources management.
- Be familiar with property valuation.
- Be proficient at fiscal/financial management.
- Be familiar with principles, theories, and practices of agricultural science.
- Be familiar with principles, theories, and practices of land and/or range management.
- Be able to deliver presentations or training using acceptable methods and techniques.
- Work may require some physical exertion such as long periods of standing, walking over rough terrain or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, and lifting heavy items (up to 50 lbs.), or similar activities.
- Valid driver license required to drive a motor vehicle on a highway in this state per UCA 53-3-202(1)(a). granted the privilege to operate a motor vehicle by being licensed as a driver by the division under this chapter.
- The work may require overnight travel.
- Work and/or office hours are generally from 8 a.m. to 5 p.m. Monday through Friday.
- Travel throughout the state may be required.
