Job Description

The Division of Technology Services (DTS) is hiring for a new Finance Director! The Finance Director functions as the chief fiscal officer for the Division of Technology Services (DTS) and reports directly to the Executive Finance Director of the Department of Government Operations. The director provides guidance regarding fiscal operations; helps develop and implement DTS's budget procedures and controls; oversees and reviews the formulation of the divisions internal service fund rates (ISF), annual appropriation and budget requests; work with division staff to estimate and analyze program needs, priorities, revenue sources, expenditures and legislation; ensures the division applies guidelines for budget preparation and process; identifies and assists in the development of automated financial processing applications; assists DTS's operations by providing detailed analysis of financial status, and may assist in presenting budget proposals to the Legislature.

Health Insurance - Public Employee Health Program (PEHP) :

Retirement - Utah Retirement Systems (URS) :

  • Employees hired on or after than 7 / 1 / 2011 and have never been in the URS retirement system have two options for retirement in the Tier II System. Employer contributions to your 401(k) are vested after four years
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7 / 1 / 2011 are in Tier I Public Employees System
  • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
  • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7 / 1 / 2011 are in Tier I Public Employees System
  • Paid Time Off :

  • Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick)
  • Annual leave increases with years of service

    Responsibilities

    As the Finance Director, you will :

  • Oversee the financial office of the division; work with leadership to establish operational guidelines, goals, priorities and work schedules; determine organizational structure and deploy resources to accomplish division goals and priorities.
  • Oversee and / or approve division fiscal processes, procedures, and internal controls consistent with Department and State Finance policy.
  • Function as a member of the division's management staff; provide recommendations regarding budget priorities of the division and alternatives to budget shortfalls and cutbacks.
  • Oversee the preparation of the division's budget; work with leadership to develop appropriation requests that are consistent with the legislative guidelines; assist the Division Director in presenting the budget to the legislature.
  • Assess the effectiveness of fiscal programs and controls of the division; develop and implement enhancements to remedy problems and improve effectiveness, including electronic solutions.
  • Review legislation to determine impact on the operations of the division. Provide recommendations to leadership regarding implementation of passed legislation.
  • Analyze, summarize and / or review data; report findings, interpret results and / or make recommendations. Review fiscal operations to ensure integrity, accuracy and control of data.
  • Supervise subordinate personnel.
  • Assist in responding to inquiries and requests made by individual legislators, committees, or subcommittees. Perform related duties as assigned.
  • Qualifications

    Minimum Qualifications

  • Financial Acumen : Knowledge of economic and accounting principles, financial markets, and budget management.

  • Legal & Regulatory Knowledge : Understanding of laws, codes, regulations, and the political process.
  • Human Resources : Knowledge of recruitment, selection, training, compensation, labor relations, and personnel systems.
  • Marketing & Sales : Principles and methods for promoting and selling products or services.
  • Language & Literacy : Strong command of the English language, including grammar, composition, and comprehension.
  • Training & Education : Knowledge of curriculum design, teaching methods, and evaluating training effectiveness.
  • Technical Skills : Knowledge of applications and programming.
  • Systems Thinking : Understanding how systems work, how changes affect outcomes, and identifying performance indicators.
  • Cognitive Abilities : A range of cognitive skills are listed, including comprehension (listening and reading), applying rules, forming conclusions, problem recognition, arranging information, visual acuity, speech recognition, mathematical reasoning, ideation, pattern recognition, and information organization.
  • Required Qualifications

  • Bachelor's degree in accounting, finance, or business administration or six years of full-time professional related employment.
  • Experience with state accounting management
  • Experience with the state legislative general session
  • Experience supervising subordinate personnel.
