Board of Pardons & Parole has an opening for one full time Hearing Officer. 

This position includes the following responsibilities:

1)  Review files and provide analysis and support to the Board in relation to administrative reviews;  original and subsequent parole hearings; release; rescission; revocation and special attention decisions; parole conditions; restitution decisions; and commutation, clemency and pardon petition determinations.
2)  Conduct public hearings at correctional institutions throughout the state each week.
3)  Prepare written reports that are concise, accurate, balanced and provide a fair overview and summary of detailed offender files, police and other reports and criminal history.
4)  Make recommendations to the Board for specific action in each case reviewed, and may be called upon to manage department level projects for the Board, including recommending departmental responses to crises.
5)  May also prepare, monitor, and respond to requests for information, classify documents pursuant to GRAMA or other statutes; and be required to respond to inquiries from other state agencies or members of the public.
6) Review materials that may involve significant and serious crimes which may be disturbing and graphic.

This job is considered a very highly competent professional position because the Board of Pardons & Parole is invested by the Utah constitution with the authority to make all release, termination, parole and clemency decisions regarding persons committed to prison. The Board also has all constitutional pardon and commutation power.

This position is not a POST certified position.Some examples of the essential duties will be to: 
  • Preside over, conduct, or prepare summaries of formal or informal judicial, quasi-judicial or other types of hearings.
  • Analyze, summarize and/or review data; report findings, interpret results and/or make recommendations.
  • Write or draft correspondences, reports, documents and/or other written materials.
  • Receive, research and respond to incoming questions or complaints; provides information, explains policy and procedures, and/or facilitates a resolution.
  • Schedule and/or participate in public hearings concerning agency issues, rules, regulations and/or compliance standards.
  • Coordinate projects and ensures adequate administrative controls, quality, and procedural efficiencies.
  • Compose and produce reports, documents and related material.
  • Understand, safeguard and implement due process in relation to hearings and decisions.
  • Speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally.
  • Deal with people in a manner which shows sensitivity, tact, and professionalism.
  • Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.
  • Operate standard office equipment, including but not limited to, computers, telephone systems, copiers and facsimile machines.
Listed below are the qualifications that the ideal candidate will have:
  • Ability to maintain composure and respond appropriately in stressful, emergency, volatile, or crisis situations.
  • Understanding of the offender management database, inmate classification and disciplinary systems.
  • In depth understanding of the probation and parole rehabilitation process.
  • Familiarity with concepts of evidence and reliance on evidence.
  • Knowledge of applicable laws, rules, regulations and/or policies and procedures.
  • Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.
  • Preference will be given to applicants that have a minimum of a Bachelor degree or ten years of law enforcement, corrections, legal, social work or psychology/psychiatry work career experience. Preference will also be given to applicants that have prior experience in presiding over, conducting, or preparing summaries of formal or informal judicial, quasi-judicial or other types of hearings.
  • Typically, the employee may sit comfortably to perform the work; however there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
  • Medium Risk: the employee will conduct hearings in a correctional institutions through out Utah, during which time the incumbent will preside over hearings involving prison inmates and which may also involve the attendance and participation of inmate's families; victims and their families; members of the public; and correctional staff. Safety and risk issues inherent in such settings will be presumed. RISKS which require the use of special safety precautions.

Salary : $28 - $45
